[ISP-mc] NSF BIO synthesis center

Hey Alex,

I had not seen this but it does have an ISP kind of flavor.  I am not 
sure how BIO would feel about  an NCAR proposal for this kind of thing.  
And it is a pretty large scale effort.  Are you interested in going for 
this?
