[Go-essp-tech] New drslib alpha release 0.3.0a3

Release 0.3.0a3 of drslib is available.  This release fixes several small bugs with date encoding in filenames as documented in bugs 86,11 and 112 on esgf.org/bugzilla.

I recommend you upgrade if you are processing files with dates encoded in filenames at the minute resolution or for years prior to 1000.  However, files processed by drs_tool should not be affected.
