[Go-essp-tech] ESG Security Support in NetCDF

I can confirm that this works with both cdat (tested with cdat_lite) and
netCDF4-python.  All I had to do is to recompile the python packages
linked to the latest netcdf-4-daily.tar.gz.  Then add some items to
.dodsrc.  

Very exciting.

Dennis integrated the code so that security settings are passed via the
.dodsrc file.  This means the C API is unchanged.  For any given binding
- such as Python - it should just be a matter of linking with the
updated libraries and adding the dodsrc options to your local
environment.
