[Go-essp-tech] ESG Security Support in NetCDF

Dennis integrated the code so that security settings are passed via the .dodsrc file.  This means the C API is unchanged.  For any given binding - such as Python - it should just be a matter of linking with the updated libraries and adding the dodsrc options to your local environment.
