[Go-essp-tech] GridFTP Port Ranges required

Phil actually raised a good point.
we all want to "standardize" the ports within ESG data nodes, unless a
site customization is really necessary.
otherwise, advertising/collecting the ports from each site will be
another synchronization issue.
