[Go-essp-tech] info about cross-posting to ESG mailing lists

There will be cases here where conversations are cross-posted between
this list and one of the ESG project lists (esg-cet and esg-xc). If
you're not a member of the ESG list, you'll get a note about your
message being held for approval (an anti-spam measure).

When we see such messages from people we know, we're not only
approving the message, but also adding you to the list of people who
can post in the future without being held up. So there is no need for
others to try to sign up for ESG mailing lists in order to get your
messages through.

Our hope is that by doing things this way, we can maintain a separate
workspace for things that are internal to the project without everyone
else having to filter our what is and isn't relevant to them. Apart
from this "first posting" delay, it should be essentially transparent
to everyone else.

Thanks, David
