[ESP] Draft "What is ESP for?"

Hi Folks

Attached is a very slightly modified version of the paper circulated 
yesterday, which itself was a product of ESP2. 

What we need to do today (amongst other things), is identify a responsible 
author, and a timescale for agreeing the text. All comments should go via the 
email list.
