[ESP] SF licence

I think agreement has been reached that RAL will register an "esportal"
sourceforge (including CVS).

However, there remains the issue of which Open-Source licence to use
(http://opensource.org/licenses/).

I am happy to pick one that looks OK, otherwise let me have your thoughts
(particularly if they are your institution's thoughts!)
