[ESP] Sourceforge/CVS

The ESP Sourceforge site (including CVS repository) is now live at
http://sourceforge.net/projects/esportal.

Associated with it is a "Home Page" at http://esportal.sourceforge.net/.
Chris, you can either put your stuff up here (100MB + CGI, PHP), or we can
put a redirection in.

There is nothing in the CVS yet, but in order to use it, you'll have to
register for a sourceforge user account and get added to the developers
list.

Finally, I noticed a namespace clash (up to pluralisation) with
(http://earthsciencesportal.gsfc.nasa.gov). I guess the GCMD guys will let
us know if this becomes is a problem.
