Senior Nevada Water Policy Consultant:  Newlands Project - OCAP Revision
Remote | Part-Time | Approximately 25 Hours/Week | 70 Weeks | $85/Hour

NEW Solutions connects experienced workers (ages 55+) with the Bureau of
Reclamation (USBR). These experienced professionals provide administrative,
scientific, and technical support to the Bureau of Reclamation through the
Experienced Services Program (ESP).  Applicants must be at least 55 years
old to qualify.

We are seeking an experienced senior water law and policy professional to
support the U.S. Department of the Interior and the Bureau of Reclamation
in reviewing identified issues associated with the implementation of the
1997 Operating Criteria and Procedures of the Newlands Project (OCAP) and
providing guidance for the forthcoming OCAP Revision.

The position is fully remote and is expected to require approximately 25
hours per week for approximately 70 weeks.

Scope of Work
The enrollee will:

  *   Review and provide guidance regarding identified issues associated
with the implementation of the 1997 OCAP (65%)
  *   Hold interviews/meetings with LBAO and partners (10%)
  *   Develop a technical memorandum and PowerPoint presentation to
communicate results  (25%)

Qualifications

  *   Bachelor's degree in water resources, environmental policy, natural
resources, public policy, law, or a related field.
  *   Minimum of 10 years experience in water law or policy.
  *   Strong understanding of state (Nevada) and federal water policy,
laws, and regulations, and an understanding of the Bureau of Reclamation?s
mission and operations.
  *   Excellent written and verbal communication skills.
