Clean Energy Policy Expert and Project Manager, Contract Position
 U.S. Department of State
Bureau of International and Environmental and Scientific Affairs (OES)
Office of Global Change (EGC)

Background:  This contract position will support Clean Energy Policy and Project Management duties to achieve climate change implementation and outcomes in the Office of Global Change, OES Bureau, at the U.S. Department of State.  OES/EGC develops and implements policy approaches related to international climate change; advances regional partnerships, leads interagency processes to support climate change action in negotiations under the United Nations Framework Convention on Climate Change (UNFCCC), and many other international bodies addressing climate change.  Additionally, EGC develops, procures, monitors, and evaluates funded projects and programs to achieve clean energy objectives and outcomes in support of U.S. government ambitions for climate.

This EGC contract position will support both policy and project activities to achieve climate outcomes.

Policy duties may include:

  *   Monitor global progress on clean energy transitions, including tracking developments within specific clean energy technologies, and provide updates to leadership, as needed;
  *   Engage with State colleagues, including officers on country desks and at post, and the interagency to address energy and climate issues;
  *   Support State Department officials, substantively and logistically, at energy-related meetings, webinars, and events;
  *   Prepare written materials, talking points, tasker responses, briefing check lists and other documents related to the intersection of clean energy and climate change;
  *   Support bilateral or regional country engagement on climate change priorities; and
  *   Other duties, as assigned.

Project Manager duties may include:

  *   Support leadership in the prioritization and funding of clean energy projects;
  *   Draft project descriptions for the Operational Plan and Congressional notifications;
  *   Support interagency and external agency project development, including budget and outcomes;
  *   Manage a number of clean energy and cross-cutting programs for the Program Team’s Clean Energy Pillar (i.e., convene calls, attend meetings, review and clear on budget and written reviews of implementer reporting, etc.);
  *   Write Notice of Funding Opportunities and other communications, as applicable;
  *   Draft closeout reports, and support outcomes and evaluation efforts; and
  *   Other duties, as assigned.

Qualifications and Experience required:

  *   Master's degree in relevant field of study;
  *   At least three years of experience in international clean energy engagement, development, climate, or related experience;
  *   At least two or more years of prior experience as a project manager;
  *   Experience understanding, summarizing, and clearly communicating complex information to a variety of audiences, including senior leadership; 
  *   Experience analyzing, interpreting, and using technology to draft written communications, reports, and presentations;
  *   Ability to design, review and track budget spending;
  *   Ability to craft goals, objectives and outcomes;
  *   Strong organizational skills and attention to detail;
  *   Experience reliably delivering high quality products in an atmosphere of competing priorities and tight deadlines;
  *   Successful results in collaborative team experiences; and, 
  *   Ability to work independently.

Qualifications, desired:

  *   Fluent in a language in addition to English;
  *   Prior experience in a federal government agency; and
  *   Skill in data analysis, interpretation, and presentation.
