Short-Term Consultant (STC) as Climate Data Scientist for the Climate Change Knowledge Portal (CCKP)

Background and General Description:
Addressing the adverse effects of Climate change is a key priority within the World Bank Group's (WBG)
twin goals of eliminating extreme poverty and boosting shared prosperity. The Climate Change Group
(CCG) in the World Bank helps client countries recognize, prepare for, and respond to the risks that climate
change poses. With CCG support, the Bank mobilizes the necessary public and private finance, provides
technical assistance, and utilizes its convening power to support countries in their transition to low-carbon,
climate-resilient development pathways.

Unit Context:
The Strategy, Knowledge, and Outreach unit (SCCSK) within the Climate Change Group plays a key role
in helping CCG both set and deliver the Bank's corporate climate mandate. The unit works closely with the
CCG Leadership on: (i) developing long-term strategic engagements; (ii) undertaking climate corporate
reporting; (iii) overseeing the design and delivery of Knowledge, learning and Communications hub; and
(iv) managing the Climate Support Facility (CSF) Umbrella Program.

SCCSK is also managing the Climate Change Knowledge Portal, which is the premier source of climate

Second most visited WBG website after the World Development Indicators website, the World Bank
Group's Climate Change Knowledge Portal (CCKP) empowers climate action with fundamental climate
data. Created in 2011, it serves WBG teams, country clients, and the broader global development
community. CCKP data are notably found in the Country Climate and Development Reports, Resilience
Rating System, and Climate and Disaster Risk Screening Tools. They also benefit sectoral vulnerability
assessments (e.g., health), climate impact modeling at country and sectoral level, and analytical efforts at
the project level.

Objectives:
The objective of this consultancy is to support the expansion of climate-related knowledge products,
provide technical and scientific support to World Bank teams and country clients on using CCKP's climate
data and appropriate data interpretation, as well as training and capacity building as needed, in support of
CCG objectives.

Key roles and responsibilities.
Reporting to CCG Sr. Knowledge Management Officer and CCKP TTL, with support from the CCKP
Technical Lead, the short-term consultant will perform the following roles and responsibilities:
§ Undertake climate-related research, analysis and drafting of materials such as reports,
presentations, and briefs as needed to support WBG analytical work and help WBG Task Teams
assess climate-related risks affecting the design and implementation of development projects
worldwide.

§ Contribute to discussions on data usage and access by a range of WBG stakeholders. Facilitate
access to data for World Bank Teams and/or advise on data usage and interpretation.

§ Support the updating of key documentation including CCKP's User Manual, Metadata and Climate
Data Guidance Note, as needed. Lead on capacity development initiatives as needed.

§ Support CCKP trainings, capacity building, and presentations in various formats (facilitated e-
course, virtual clinics) including when needed, delivering training presentations for regular and ad-
hoc trainings.

§ Identify issues or breakages on the CCKP and report to the web development team.

§ Support the AskClimate service desk by answering CCKP/ climate data-related questions.

§ Report regularly and escalate as needed to CCKP TTL.

§ Keep current on trends and impacts, appropriate data interpretation, model outputs, and climate risk
screenings.

Selection Criteria:
* Advanced degree in atmospheric science, international development, climate smart planning, or
other related disciplines, PhD preferred.
* Demonstrated experience (minimum 6 years) in climate change adaptation, climate resilience
issues, climate risk management, climate risk translation, and/or climate vulnerability
assessments.
* Experience conducting climate related scientific research and quantitative analysis with
demonstrated experience communicating and writing on climate change adaptation and resilience
issues in public policy and international development.
* Excellent communication and writing skills with specific knowledge on physical climate risk
analysis, climate change adaptation and resilience.
* Ability to deliver with minimum supervision to prepare and edit online communication products
and develop drafts of moderately complex products in a clear, concise, and web-friendly style.
* Familiarity with WB products/operations and sectoral expertise (agriculture, energy,
environment, health, water, transport, social development, etc.) a plus.
* Ability to work on local time zone (Washington DC) preferred.

Terms and conditions of the assignment: The assignment will be for up to 65 days commencing on
April 1, 2024, through June 30, 2024 (end of World Bank Fiscal Year), with opportunity for extension of
up to 150 days for the following Fiscal Year commencing on July 1.
