The Air Quality Surveillance Branch (AQSB) of the Monitoring and Laboratory Division (MLD) has an opening for a highly motivated Staff Air Pollution Specialist (SAPS) to serve as the lead staff person to oversee the complete development of CARB's mandated ozone precursor (PAMS) monitoring program. Duties will focus around the ground-floor development and implementation of a robust program commensurate with the greater PAMS monitoring community.



Working within the Branch, the SAPS will apply scientific methods and principles to conduct seasonal PAMS ambient air monitoring in support of CARB's air pollution programs. Incumbents: design, use, and evaluate air monitoring procedures; collect air samples and monitoring data; operate, maintain, calibrate, and troubleshoot air monitoring equipment, conduct and evaluate the air monitoring programs; and understand and comply with both Federal and State air quality monitoring requirements.



Incumbents may also represent CARB in various joint operations, group presentations, share technical expertise, answer inquiries, prepare project protocols and project reports, and be responsible to correspond both internally and outside CARB. To additionally support  the agency's mission and goals, the APS will work with management, PAMS workgroups and manufacturers to evaluate new technologies and practices to improve ambient monitoring capabilities to qualify/quantify the extent of precursor pollutants in the ambient air. This is a rare opportunity to create a high-profile program incorporating state-of-the art technology from the ground up, establishing the template for future deployments.



The successful applicant will create our first EPA mandated precursor ozone formation monitoring program.  Program duties will include the deployment and data validation of a GC-MS for ambient air pollution measurements, carbonyl sampler and ceilometer.



General classification information for the Staff Air Pollution Specialist Classification:



Positions at this level require expertise that is significantly greater than standard full journey level analytical assignments, and this expertise is critical to the Board's basic mission.





Experience: Five years of varied and responsible air pollution experience in the engineering, research, or the physical, biological, or environmental sciences, at least two years of which must have included responsibility for consultation, analysis, or determination of program design and methods for studies in air pollution. and



Education: Equivalent to graduation from college with a major in the physical, biological, or environmental sciences, mathematics, engineering, or a related field. (Possession of a doctorate degree in any physical, biological, or environmental science, mathematics, engineering, or a related degree may be substituted for two years of general experience; possession of a master's degree in the same fields may be substituted for one year of general experience.)
