Duties

As a Research Physical Scientist, you will perform the following duties:

  *   Provide oversight for a climate and oceanographic research program. Perform research using ocean and atmosphere re-analyses, and physical and empirical dynamical models to effectively target specific problems in atmospheric and marine science. Research and analyze statistical data and report findings of national significance to enhance real-time forecasts of geophysical variables to interested stakeholders.
  *   Lead the development of prediction systems. Advance the prediction of environmental conditions in the atmosphere and ocean by utilizing global earth system models, regional ocean models, empirical models and observation-based processes. Provide actionable forecasts for a wide range of potential users, on sub-seasonal to inter-annual time scales for atmospheric and oceanic conditions impacting North America, including prediction of sea level along the North American coastline.
  *   Serve as a principal investigator. Plan, coordinate, and foster critical and innovative studies of physical processes and environmental conditions. Develop original research ideas and use a variety of approaches, methods, and procedures to plan and carry out assignments. Plan and distribute research work, set priorities, and provide guidance to staff for research efforts. Report research milestones and research to application transitions.
  *   Disseminate research findings in the peer-reviewed literature and at scientific symposia. Present research at scientific conferences and participate in working groups that provide advice to managers, stakeholders, members of the public and/or other individuals and groups.

This position requires a Moderate Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-5 is equivalent to the GS-15.

The full performance level of the position is ZP-5 or GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

To qualify for the 1301 series:

EDUCATION:

A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education an experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  *   Planning and executing scientific research to advance subseasonal-to-interannual forecasting and/or prediction systems for atmospheric and oceanographic quantities;
  *   Performing statistical data analyses of earth system models and/or ocean models;
  *   Providing oversight and/or guidance for scientific research, such as planning and distributing work, setting priorities, and/or identifying and reporting milestones; and
  *   Communicating and collaborating with internal and external groups such as presenting scientific research at conferences and/or participating in scientific working groups.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
