Hiring Salary Range: $97,404 $121,754

Where You Will Work:

The COMET® Program is a world-wide leader in support of education and
training for the environmental sciences, delivering scientifically relevant
and instructionally progressive products and services. More recently, the
program has expanded its international capacity development to improve
rural and remote communication and collection of meteorological information
in developing countries.


What You Will Do:

Serves as the Program Manager for the International Capacity Development
Program (ICDP) in COMET. This role has broad program management
responsibilities within the program. This person will implement the COMET
strategic plan for international engagement and will oversee the management
of ICDP projects to ensure that projects are adequately staffed, and the
projects are on budget within the proposed timelines to fulfill sponsor
requirements. This position will also provide scientific program support
for large, complex programs focused on the implementation of
instrumentation, modeling systems, applications, and training in
collaboration with international partners to improve operational capacity
in developing countries.  This person will act as a liaison between NCAR
labs and UCP programs to efficiently transfer research and technology
developed at NCAR into COMET’s international capacity development projects.
As part of business development efforts, this role will develop concept
papers and proposals for current and potential spons
os.


Responsibilities:

Provides program management for ICDP projects that are focused on transfer
of research capabilities, including the testing and implementation of
hydrometeorological observing systems, numerical forecasting systems,
decision support applications, and forecast dissemination and training
requirements to international National Meteorological and Hydrological
Services, universities, research institutions, and other international
partners.  Specific duties include the following:

   - Oversees ICDP project management and leads the implementation of
   international capacity development projects and provides technical
   expertise to guide projects.
   - Develops and manages large, complex budgets, schedules, and staffing
   plans, including tracking and reporting on planned vs actual budgets and
   schedules.
   - Develops spend plans for funding awards and projections of project
   funding needs for ongoing projects.
   - Collaborates with administrative staff on project cost accounting
   structure.
   - Uses technical expertise in interacting with scientists, engineers,
   instructional designers to develop appropriate technologies and required
   project plans for ICDP projects.
   - Interacts with sponsors on project performance and ensures that
   timelines and deliverables are defined and met.
   - Leads efforts to partner with NCAR programs to support the transition
   of research and technology developed at NCAR through UCP programs.
   - Works with end-users and sponsors to ensure that solutions are
   properly implemented.
   - Provide scientific guidance and help lead ICDP projects and provide
   subject matter expertise for the development of training resources and
   delivery of associated training.
   - Leads development of proposals, concept papers, scientific articles,
   and presentations and represents COMET at technical and scientific meetings.
   - Supervises international capacity development project staff. Advises
   on the strategic direction of ICDP.

Education And Years of Experience

   - Minimum of 2-4 years’ experience at the Project Management I (or
   equivalent) level and demonstrated ability to successfully manage
   scientific or technical projects with increasing levels of complexity
   - Bachelor's degree required.
   - Training in project management principles

Desired, but not required:

   - M.S. in atmospheric or related science and at least seven years’ of
   progressively responsible experience in project management, or equivalent
   combination of education and experience.
   - Project management certification

Knowledge/Skills/Abilities

   - Advanced skill in managing large, complex multi-year
   scientific/technical projects
   - Advanced skill in managing diverse scientific, engineering, and
   technical teams in matrix managed environment
   - Advanced skill in applying project management principles
   - Advanced knowledge of project cost accounting
   - Experience working with national and international partners and
   stakeholders
   - Advanced knowledge and skill in personnel management
   - Advanced knowledge on a variety of atmospheric science topics
   - Advanced skill in working in a diverse and inclusive environment
   - Excellent oral and written communication skills
   - Willingness and ability to travel domestically and internationally
