   Type: Full time, Exempt.
   Position Term: Regular, no term.

   Salary:
   Hiring Range $120,154 - $150,193
   Full Salary Range $120,154 - $195,250

   Where You Will Work:

   The COMET® Program is a world-wide leader in support of education and
   training for the environmental sciences, delivering scientifically relevant
   and instructionally progressive products and services. More recently, the
   program has expanded its international capacity development to improve
   rural and remote communication and collection of meteorological information
   in developing countries.

   What You will Do:

   This role has broad managerial responsibilities, and oversees all
   operations of the COMET program and contributes to strategic planning and
   implementation of the vision of COMET, ETC, UCP and UCAR.




   Responsibilities:

   Partners with and supports the COMET Director in the management and
   leadership of the program.
   - Develops and implements strategies for achieving goals and priorities
      to align to future strategic imperatives.
      - Ensures strategic vision and directions are communicated throughout
      the Program and to key stakeholders.
      - Supports the development and implementation of COMET’s Diversity,
      Equity and Inclusion strategic initiatives that promote a welcoming work
      environment and inclusive culture.
      - Serves as a member of the ETC leadership team. Works with senior
      leadership within COMET, ETC, and UCP for the implementation of UCAR and
      UCP strategic priorities.
      - Stands in for the Director in the Director’s absence, leading and
      managing the Program and representing the Program to both internal and
      external groups and stakeholders.
      - Participates in other UCAR/UCP projects as assigned by the COMET
      Director.

   Directs and manages at a high level the complete portfolio of education,
   training and capacity development products and services provided by the
   COMET program to ensure that activities meet sponsor requirements and that
   projects meet budget and schedule goals and milestones.
   - Manages the coordination between science, instructional design,
      production, and IT activities to ensure efficient, on-time delivery of
      educational content and capacity development projects.
      - Ensures staging of projects for level workloads to meet sponsors
      deadlines.
      - Oversees project management activities to meet the needs of the
      program including internal budgets to maintain effective use of
      sponsor funding.
      - Develops current workforce to meet the needs of the program and to
      support succession planning.
      - Coordinates administrative needs with the Business Shared Services
      team.

   As Technical Proposal Manager, takes information from initial business
   development activities and coordinates necessary technical responses with
   the UCP Business Shared Services Proposal Team in the development and
   implementation of COMET proposals.
   - Provides necessary input to develop full proposals and answers any
      technical questions from UCAR contracts or potential sponsors.
      - Coordinates with BSS proposal team to schedule and manage proposal
      development to ensure timely submission of the proposals.
      - Maintains awareness of COMET staff engagement with potential
      funding agencies, to ensure appropriate and timely proposal
development and
      execution.
      - Mentors program leads in proposal development and sponsor
      engagement as part of succession planning.
      - Supports joint proposals with other ETC programs, UCP Centers, and
      NCAR labs.

   Develops and maintains working relationships with appropriate
   representatives of current and potential funding agencies.
   - Works with the project management team to secure appropriate expertise
      to support project development.
      - Supports establishment of collaborative projects with UCP programs
      and NCAR labs.
      - Represents the COMET Program and its accomplishments to sponsors
      and outside groups by preparing and presenting reports of
analyzed metrics
      and technical briefings, and actively solicits customer views
and feedback
      on COMET products and activities.
      - Promotes innovation in all products and services.

   DECISION MAKING&PROBLEM SOLVING - i.e., types of problems that are
   solved independently
   - Within the context of strategic guidance received from the program’s
      director and coordinating with the scientific, production management,
      instructional design, IT and administrative groups resolves problems and
      issues independently.
      - Independently works with current and prospective funding agencies
      to identify opportunities, needs and costs.
      - Independently solves complex issues to achieve an optimal balance
      between competing project priorities and funding agency expectations.
      - Independently oversees assigned budgets and directs the allocation
      and use of program staff.

   What You Need:

   EDUCATION & EXPERIENCE

   M.S. in a geoscience, instructional design or systems engineering, or a
   related field.
   - Experience: A minimum of ten years experience in project, program and
      portfolio management and five years of supervisory experience. Proven
      success in developing winning proposals for funding from federal,
      international, non-profit and private sector agencies and
companies on the
      order of $300,000 to $40,000,000.
      - Experience working with international agencies and groups such as
      the World Meteorological Organization related to training and capacity
      building. Extensive experience in strategic planning and
implementation and
      evaluation of programs and projects.
      - Experience in leading and coordinating the efforts of diverse
      teams, negotiating cross-project solutions, and managing
relationships with
      representatives of current and potential funding agencies.
      - Experience in implementing and using project management software.
      Experience in succession planning for diverse roles and expertise.

   PREFERRED BUT NOT REQUIRED:
   - Ph.D. in geoscience or related field.
      - Project management certification.
      - Intermediate knowledge of using competencies for professional
      development and evaluation.
      - Intermediate knowledge of instructional design and development of
      geoscience education products and services.
      - Experience working with diverse cultures and developing solutions
      to increase workforce expertise and access to environmental data.
      - Minimum of three years of scientific teaching or training
      development experience (e-learning, virtual courses, etc.) beyond
      delivering lectures.

   KNOWLEDGE/SKILLS/ABILITIES
   - Advanced skill in strategic planning and implementation, budget
      development and management, and staff planning to achieve broad goals and
      objectives.
      - Advanced analytical skills in order to organize, plan, and direct
      the work of the entire COMET staff, and develop short and
long-range plans
      for financial strategies
      - Thorough knowledge and understanding of COMET products and services
      - Experience in leading a multidisciplinary team in the development
      of science.
      - Experience in matrix management of deployed and assigned staff.
      - Ability to set comprehensive goals for performance and growth.
      - Ability to establish policies that promote UCP/ETC/COMET culture
      and vision.
      - Excellent and demonstrated change management skills.
      - Team facilitation skills applied to creating processes for design
      and development of products and services.
      - Demonstrated ability to develop complex, multi-million dollar
      technical proposals.
      - Excellent communications skills to internal and external audiences.
      Skilled at motivating and developing staff.
      - In-depth knowledge and understanding of UCP and UCAR operations and
      mission.
      - Systematic thinker with the ability to learn quickly and a
      life-long desire to learn.
      - Ability to travel.
