Where You Will Work:

The COMET® Program is a world-wide leader in support of education and
training for the environmental sciences, delivering scientifically relevant
and instructionally progressive products and services. More recently, the
program has expanded its international capacity development to improve
rural and remote communication and collection of meteorological information
in developing countries.

What You Need:

Provides scientific expertise to develop and deliver meteorological and
Earth-system-science-related training (including synchronous and
asynchronous e-learning, and virtual and in-person courses/workshops)
within one or more content areas: hydrometeorology, operational
meteorology, NWP (numerical weather prediction), climate prediction,
hydrology, remote sensing, or Earth system science.



Responsibilities:

Associate Scientist II

   - Plans and develops hydrometeorology, meteorology and atmospheric
   science content for e-learning materials, including creating lesson
   scripts, contributing to conceptual visualizations, and identifying and
   processing case study examples independently and/or in collaboration with
   other project team members so that lessons are of the highest scientific
   and technical quality and soundness. Serves as scientific subject matter
   expert where appropriate.
   - Coordinates and/or teaches courses in topics such as hydrometeorology,
   mesoscale meteorology, and climate or water science, working directly with
   co-lead instructors, subject matter experts, and sponsor representatives in
   developing course content and schedules. May also serve as lecturer and
   case study laboratory leader for hydrometeorology and other courses as
   needed.
   - Participates and/or co-leads project development team, which includes
   maintaining budget, project scope, and production schedule, serving as a
   staff meteorologist and working collaboratively with other team members and
   external subject matter experts.
   - Identifies, collects, manipulates, and reviews case study data for
   distance learning lessons and courses.
   - Conducts scientific and operational quality assurance of distance
   learning lessons so that the products are of the highest scientific and
   technical quality.
   - Represents the COMET Program and/or UCAR in scientific and educational
   outreach activities at professional meetings and conferences.

Associate Scientist III, in addition to Associate Scientist II duties

   - Develops and maintains working relationships with clients and
   sponsoring agencies, including writing proposals and statements of work to
   secure project funding.
   - Leads project development teams, which includes developing schedules,
   serving as a lead meteorologist, organizing and communicating with team
   members, and documenting training needs, where appropriate.

Supervisory responsibilities

Associate Scientist II: none

Associate Scientist III: may supervise other associate scientists, student
assistants, or technical staff.

DECISION MAKING & PROBLEM SOLVING

   - Interacts with clients under general guidance of program leads and/or
   senior managers


   - Works under the direction of the COMET program management group with
   regard to policy and commitment of COMET resources
   - Works with COMET program leads and implementation manager to
   coordinate project budget, scope and schedule and to resolve issues that
   arise in these areas
   - Works with internal COMET staff, external sponsors and/or subject
   matter experts to identify scientific and technical needs to ensure
   scientific robustness of COMET training materials
   - Identifies and makes recommendations to program leads and senior
   managers to resolve project problems or client issues


   - Associate Scientist II: Solves routine problems encountered in
   developing scientific and technical content for training assets and
   courses, with  guidance and collaboration from other  staff
   - Associate Scientist III: Solves routine or difficult problems related
   to scientific content issues and project management, with minimal input and
   supervision, often in collaboration with other internal or external
   contributors

What You Need:

EDUCATION & EXPERIENCE

Required:

   - Associate Scientist II: Bachelor's degree in a relevant academic
   discipline (meteorology, hydrometeorology, atmospheric science or related
   scientific field) plus with minimum two to three years’ experience
   designing, developing, and/or teaching scientific content or on assignments
   leading to the ability to use meteorological and related data to develop
   training resources, or an equivalent combination of education and experience
   - Associate Scientist III: Bachelor's degree in a relevant academic
   discipline (meteorology, hydrometeorology, atmospheric science or related
   scientific field) plus with minimum three to five years’ experience at an
   Associate Scientist II or equivalent level designing, developing, and/or
   teaching scientific content or on assignments leading to the ability to use
   meteorological and related data to develop training resources, or an
   equivalent combination of education and experience

Desired (but not required):

   - Master’s Degree
   - Familiarity with training approaches for adult learners
   - Advanced knowledge of hydrometeorology

KNOWLEDGE/SKILLS/ABILITIES

Associate Scientist II Required:

   - Working knowledge in one or more areas of hydrometeorology,
   operational meteorology, NWP, climate prediction, hydrology, remote
   sensing, or Earth system science
   - Knowledge of meteorological and environmental data acquisition and
   processing, including workstation analysis and display packages and their
   meteorological/hydrological application
   - Willingness to maintain currency in forecasting tools and methods
   - Ability to work effectively with external scientific and technical
   representatives and internal staff focal points
   - Some experience managing a project to deadline and budget
   - Ability to perform tasks that require accuracy and attention to detail
   - Ability to work independently and in a team environment
   - Excellent oral and written communication skills
   - Ability to work productively in a multi-task work environment
   - Willingness to learn and utilize new e-learning tools in lesson
   development and production


   - Ability to travel

Associate Scientist III Requirements in addition to Associate Scientist II:

   - Advanced knowledge in one or more of the following areas:
   hydrometeorology, operational meteorology, NWP, climate prediction,
   hydrology, remote sensing, or Earth system science.
   - Developed skills in project leadership, including organizing and
   coordinating the tasks associated with each project assigned and managing
   projects to deadline and budget
   - Ability to lead team discussion and facilitate team decision making
   - Excellent oral and written communication skills; collaborate closely
   with subject matter experts, multi-media partners, and communicate with
   diverse and numerous team members
   - Ability and willingness to make presentations to professional audiences
