Where You Will Work:

The Cooperative Programs for the Advancement of Earth System Science (CPAESS—pronounced: see-pass), under the UCP, provides an extensive portfolio of placement, management, and organizational services for the broad Earth System Science community. CPAESS develops innovative solutions to complex scientific challenges, advances research capacity, and fosters community collaborations.

What You Will Do:

The Climate Program Office (CPO) manages competitive research programs in which NOAA funds high-priority climate science, assessments, decision support research, outreach, education, and capacity-building activities designed to advance our understanding of Earth’s climate system, and to foster the application of this knowledge in risk management and adaptation efforts.  CPO-supported research is conducted in regions across the United States, at national and international scales, and globally.  The Earth System Science and Modeling (ESSM) Division in CPO supports a unique and highly flexible climate research enterprise to advance scientific understanding of climate variability and change, to improve NOAA’s climate and Earth System models, predictions/projections and applications in the climate area.  The ESSM Division includes four competitive research programs, including Atmospheric Chemistry, Carbon Cycle and Climate (AC4) and Climate Observations and Monitoring (COM) programs, and also oversees NOAA Climate and Global Change (C&GC) Program. 

This position will be a full member of the ESSM Division, and will specifically focus on the AC4 and COM programs. The individual will assist AC4 and COM program managers in daily tasks, and contribute to broader ESSM Division activities. This position will engage with partners across all of NOAA’s Line Offices, other agencies and the diverse set of ESSM Division investigators and stakeholders.

Responsibilities:

*        Work with AC4 and COM staff to organize and facilitate proposal review (mail review and panel review) and monitor projects progress (e.g., collect and archive project reports).

*        Prepares, develops and maintains the necessary research project funding documentation.

*        Participate in and provide input to atmospheric composition related meetings and activities within OAR and across Line Offices, especially with NESDIS and NWS – this includes writing reports, preparing presentations, meeting organizing etc. 

*        Conduct background research on scientific and institutional topics.

*        Occasionally attend and de-briefs on AC4 and COM relevant meetings within and external to NOAA.

*        Assist in the verification of the accuracy and adequacy of information or documentation.

*        Assist in publicizing major accomplishments and activities in AC4 and COM programs by liaising with staff in the CPO ESSM Division, Communications, Education, and Engagement (CEE) Division and the OAR public affairs office, and other Line Offices as appropriate; use a diverse set of strategies including webinars, news items, newsletters, routine website management, topical articles and information pages, oral presentations, conference booths, etc.

*        Provide general support for all ESSM programs. Assists ESSM Program managers, primarily focused on AC4 and COM programs. 

What You Need:

Education and Years of Experience:

LEVEL I:

Bachelor’s degree in Physical Science or a related field (Chemistry, Meteorology, Marine Science, etc.)

LEVEL II:

Bachelor’s degree in Physical Science or a related field (Chemistry, Meteorology, Marine Science, etc.) and at least two years of relevant program experience; or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities:​  

LEVEL I

*        Scientific and technical evaluation: Learns and applies new scientific concepts and methodologies, particularly as they apply to atmospheric composition.

*        Planning and innovation: Capable of identifying strategic opportunities and works under supervision to implement innovative solutions.

*        Team-work: Works with program staff and may represent the organization as part of a closely guided effort.

*        Works under guided supervision. Training is provided and work is reviewed for accuracy and soundness.

*        Interest in and eagerness to learn about Earth system/climate science and research.

*        Basic knowledge/understanding of the principles of the specific program area.

*        Ability to plan and organize meetings.

*        Understanding of applying qualitative and quantitative methods.

*        Ability to prepare technical and administrative reports and give oral and written presentations.

*        Ability to identify program opportunities and problems and suggesting courses for action.

*        Ability to identify constituent needs and in modifying activities to meet those needs.

*        Technical aptitude with and willingness to learn graphic software, web editing and webinar software; teleconferencing; and usage of databases.

*        Proficiency with Microsoft Office products, particularly Excel, and Google tools.

*        Ability to learn new systems and software products to enhance the AC4 Program’s productivity and organization, with an overall creative approach to problem solving to improve efficiency.

*        Good social skills and willingness to interact with administrative groups as well as the scientific community.

*        Ability to work under deadlines and balance multiple tasks.

*        Good written and oral communication skills.

LEVEL II

Desired but not required:

Knowledge in the field of Earth system sciences (for example, meteorology, air pollution, greenhouse gases, oceanography, or climate science).
