2. About ECMWF

3. About DestinE
It is foreseen that ECMWF will be a major partner in the implementation of the Destination Earth (DestinE) initiative starting later in 2021, together with ESA and EUMETSAT as partners. The objective of the European Commission DestinE initiative is to deploy several highly accurate thematic digital replicas of the Earth, called digital twins, to monitor and predict natural and human activities as well as their interactions, to develop and test scenarios that would enable more sustainable developments and support corresponding European policies for the Green Deal.
DestinE will be run in several phases, of which the first, the implementation phase, covers the period mid-2021 – end-2023. Future phases are foreseen (subject to funding) that will operationalise the digital twins, scale-up system production and add applications and new twin options.
DestinE covers several demanding digital technology aspects required to develop, implement and operate the two high-priority digital twins on weather induced and geophysical extremes and on climate change adaptation. These twins will rely on complex Earth-system simulation models, data assimilation methods for fusing simulations and observations through inverse modelling and the integration of observations and models from sectors such as water and food management, renewable energies and socio-economic risk and disaster management.
These science components require advanced digital technology solutions to maximize the efficient computing and data handling on extreme-scale infrastructures, and to adapt and operate these infrastructures across different heterogeneous architectures within a federated framework. This federated framework includes the Core Platform and Data Lake developed, deployed and operated by ESA and EUMETSAT respectively.

4. Summary of the role
ECMWF is recruiting a Partnership Lead for the Applications activities of DestinE.
The Applications Partnership Lead for DestinE will develop, maintain and coordinate partnerships linked to the application elements of the DestinE initiative. The delivery of DestinE will be coordinated with the other two main partners, ESA and EUMETSAT, and delivery is to the European Commission. They will be a member of the Destination Earth Management Team and will report to the Director of DestinE.
The DestinE stakeholder community will be very varied in terms of scientific expertise, access to and knowledge of digital technologies and originating from both public and private sectors covering science, technology, administration, services and policy makers at local, national and EU level. The scope of this role is to consolidate and increase the stakeholder base and ensure stakeholders are co-designing the DestinE digital twin solutions such that they will have maximum impact on informed decision making in sectors relying on Earth-system monitoring and prediction, e.g., sustainable water, food, energy, health and risk management. This can be achieved by formalised bi-/multilateral agreements, procurements, and promotion of DestinE requirements in existing and future funding programme, research and service infrastructures and commercial enterprises.
The successful candidate will ensure that the Applications supported by DestinE are complementary to services provided by Copernicus, ECMWF and Member States, and that operational centres and future services are enabled to exploit the DestinE developments. An important part of the role is to guarantee that the DestinE outcomes fulfil current and evolving needs and expectations, both in terms of products and quality of service. The candidate will establish and maintain strong relationships with existing and new stakeholders towards an effective science and service ecosystem in Europe.
This leadership role will operate across the organisation and contribute to the ECMWF strategy delivery coordinated by the Director-General. They will be part of ECMWF's Senior Management Team and will also be responsible for co-managing and/or delivering strategic, cross-cutting, inter-dependent tasks with associated programmes in collaboration with the Office of the Director-General.
This role will involve frequent travel within Europe.
5. Main duties and key responsibilities
· Responsible for the development of DestinE's partnership objectives, scope and roadmap in collaboration with:
o The main partners: ESA and EUMETSAT
o European Commission DG stakeholders (JRC, RTD, ENV, DEFIS, ENER, CLIMA etc.).
o ECMWF Member States
o Services at national and European level (e.g. Copernicus)
· Managing contractual partnership tasks supporting DestinE.
· Setting up and developing partnership programme with DestinE Digital Twin community
· Supporting the coordination of partnership activities across DestinE, ECMWF’s core and Copernicus activities in C3S, CAMS, CEMS
· Leading the development of a training programme for the dissemination of DestinE output across related communities

7. Qualifications and experience required
Education
Advanced university degree (EQF Level 8) or equivalent professional experience.
Experience
Considerable experience of leading stakeholder support services.
Demonstrated experience of supporting emerging technologies, services and applications.
Strong experience of leading significant projects or activities that involve large numbers of diverse stakeholders.
Proven track record of developing processes and procedures to deliver high standards of efficiency through leading change and continuous improvement programmes in a fast-paced environment.
Demonstrated experience of managing in a matrix environment.
Understanding of European Commission programmes, international organisations, operational constraints and management of user-driven processes would be an advantage.
Knowledge and skills (including language)
Candidates must be able to work effectively in English and interviews will be conducted in English.
A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.
8. Other information
The successful candidate will be recruited at the A4 grade, according to the scales of the Co‑ordinated Organisations and the annual salary will be EUR 107,790.12 net of tax. ECMWF also offers a generous benefits package. This position is assigned to the employment category STF-PL as defined in the Staff Regulations.

Starting date: As soon as possible.
Length of contract: The total contract duration (with the possibility of further extension) is expected to be four years. However, please note that the DestinE Contribution Agreement is likely to be divided in phases, the first of which will last for two and a half years. The Centre is therefore required to contract initially for the same period. Extensions to complete the four-year period (which could be subsequently extended even further) will be offered to the successful candidate as soon as funding beyond the initial phase is confirmed.
Location: The position will be based at ECMWF’s duty station in Bonn, Germany, which is expected to open in the second half of 2021.
