Job Description and Duties
Are you interested in working in a fast paced, highly technical and constantly evolving environment? Are you looking for interesting and cutting edge programs that will improve air quality and mitigate climate change? Do you like working on projects involving big data? Do you want to make immediate impacts on communities around you? If so, the On-Road Model Development Section (ORMDS) within the Air Quality Planning and Science Division (AQPSD) is seeking a self-motivated and creative individual who is detail-oriented, technical savvy, and has great communication skills. The section is responsible for many aspects of the on-road emissions data analysis and inventory development.
The Air Resources Engineer will work closely with policy teams across the agency, applying innovative approaches to data collection, analysis, and programming (using Python or MATLAB) to develop emissions models, exploring and adapting sophisticated data analyses frameworks and tools to better shape future air quality and climate policies, and developing the next generation of California's mobile source emission inventory tool, EMFAC. Specifically, this position will perform tasks including, but not limited to: Data analysis and emissions modeling for the development of California's Heavy-Duty Inspection and Maintenance (HD I&M) program, Development of program validation methods utilizing advanced data collection techniques (e.g. remote sensing devices, automated vehicle recognition, and on-board diagnostics systems), and Assessment of the program effectiveness upon implementation. Additionally, the incumbent shall utilize statistical modeling and machine learning to extract insights on fleet usage, trends, and performance as well as to track and assess the effectiveness of CARB regulatory programs at state, regional, and local levels. These data analysis efforts will require forward thinking and innovative approaches to anticipate the impacts of future regulatory activities on fleet characteristics and vehicle technologies. Technical data analysis and model development, staff are routinely asked to review the work of others, and to communicate with a wide variety of internal and external stakeholders. We expect applicants to have an ability to think strategically, communicate effectively, and successfully negotiate solutions to sensitive issues with tact and diplomacy.

Self-motivated and creative individual who possesses a detailed understanding of methodologies to characterize transportation system or a background that will enable them to quickly come up to speed in this area of expertise. Experience in one or more of the following areas: analysis techniques with big data, mobile source emission control technologies, techniques for estimating emissions utilizing real world vehicle testing data, and familiarity with clean air policies. Ability to understand technical and policy issues, have strong analytical and problem-solving skills, have the ability to work effectively with other staff, and coordinate with community, industry, and government stakeholders. Ability to independently and in a team setting, have excellent interpersonal skills, and the ability to handle rapidly changing priorities. The incumbent must apply scientific principles to analyze data, develop solutions and work plans, and present information effectively both verbally and in writing. The individual should be able to build reliable, fast, and dynamic data analysis tools, and will also have demonstrated experience with data mining techniques, including 'hands on' experience with complex datasets, statistical analysis, and computer programming, ideally using Python, MySQL, and/or MATLAB. The most competitive candidate will also be an effective communicator to present findings or recommendation to CARB internal management or external stakeholders.
