Job Description and Duties

Are you interested in working in a fast paced, highly technical and constantly evolving environment? Do you like working on projects involving big data? If so, the On-Road Model Development Section (ORMDS) within Air Quality Planning and Science Division (AQPSD) is seeking a self-motivated and creative individual who is detail-oriented, technical savvy, and has great communication skills.

Under supervision of the Section Manager, the Air Resources Engineer (ARE) shall perform research, conduct roadside test programs, analyze in-use performance data, establish program validation method, code logic and data into computer models to assess emissions benefits and cost effectiveness of various measures. This also includes modeling a variety of different regulatory scenarios to inform design and structure of the program to ensure California can achieve maximum technologically feasible and cost effective emission reductions. The ARE will perform data analysis and emissions modeling for the Heavy-Duty Inspection and Maintenance (HD I/M) program to inform design and structure of the program, determine program validation methods utilizing advanced data collection techniques (e.g. Portable Emission Acquisition System, and On-Board Diagnostics monitoring system), and assess program effectiveness upon implementation. The HD I/M program is a key measure in California's State Implementation Plan (SIP) strategy and one of the largest proposed near-term reduction measures needed for the San Joaquin Valley to meet national ambient air quality standards.

The ARE applies data mining techniques to data from roadside testing and in-use performance of heavy-duty emission control systems to assess emission benefits, establish protocols to ensure that emission reductions attributed to HD I/M will be accounted for and credited in planning and technical documents such as SIP, Scoping Plan, and the EMFAC model, design and develop state-of-art techniques and models to track and assess the effectiveness of HD I/M program on regional emission inventories . The ARE will develop and utilize techniques to process, synthesize, and make sense of the increasing amounts of highly detailed vehicle population, travel activity, and emission data to inform the next generation of the on-road mobile source emissions inventories developed by CARB. These data analysis efforts will require forward thinking to anticipate the effects of future regulatory activities on fleet characteristics and vehicle technologies.

In addition to technical data analysis and model development, staff are routinely asked to review the work of others, and to communicate with a wide variety of internal and external clients. We expect applicants to have an ability to communicate effectively on a technical and policy level, both verbally and in writing, with a wide variety of stakeholders including other CARB Divisions, government agencies, policymakers, industry, environmental organizations, and the public.
