Position Description:  Hydrogeologist
Position Summary
Under broad guidance, the Hydrogeologist is responsible for:
a.               Serving as a technical resource for HRSD's managed aquifer recharge program (Sustainable Water Initiative for Tomorrow - SWIFT), including related HRSD staff resources in Water Quality, Engineering, and Operations Departments

b.               Managing operations and maintenance activities associated with HRSD's network of managed aquifer recharge (MAR) wells and monitoring wells (MW):

1.               Providing guidance and support to the SWIFT MAR well and MW design and construction capital program, supporting Engineering Design & Construction staff

2.               Optimizing and troubleshooting MAR well and MW operations
3.               Collaborating with internal and external groups:
a)               Supporting HRSD internal and collaborative research efforts associated with MAR and soil aquifer treatment
b)              Acting as a liaison with the Potomac Aquifer Recharge Monitoring Laboratory (PARML) to share data and coordinate activities as appropriate
c)               Acting as the HRSD liaison to USGS to share data and coordinate activities as appropriate
d)              Acting as the HRSD liaison to public and private production well owners and customers
4.               Providing budget input for items related to MAR well and MW capital projects and operation and maintenance
5.               Providing support and training to HRSD staff on MAR well operations
6.               Providing oversight and management of groundwater monitoring including sampling activities and monitoring well operation
c.               Providing long-term vision, strategic planning, and implementation of innovative programs to continually improve MAR operations
d.               Developing data management procedures and systems for MAR activities, including but not limited to groundwater monitoring and operational data
e.               Reviewing plans, specifications, construction submittals, and other relevant deliverables for the design and construction of new wells
f.                Developing, implementing and managing projects to meet existing and new operation requirements
g.               Providing leadership and oversight of all MAR well and MW operations related to the SWIFT program
h.               Monitoring SWIFT AWT compliance with the operational objectives for MAR and monitoring groundwater chemistry as required by applicable permits and agreements
i.                Managing Underground Injection Control (UIC) permit and reporting activities
j.                Communicating the HRSD mission, vision and values
Examples of Position Duties
a.               Demonstrates the values and beliefs of HRSD in all actions
b.               Supports a diverse work environment where differences are accepted
c.               Clearly supports the HRSD safety program and takes appropriate action to address willful neglect of safety procedures
d.               Continues to build own technical and leadership skills
e.               Manages well operation for optimization of recharge capacity at each SWIFT facility
f.                Coordinates with HRSD's Industrial Automation and Electrical and Instrumentation groups to implement automation and control technologies necessary to optimize and protect well operations.
g.               Participates in the coordination of projects for the construction of SWIFT treatment and recharge facilities
h.               Utilizes and interprets geochemical and groundwater flow models (e.g. MODFLOW, PHREEQC)
i.                Collaborates regularly with HRSD's Operations Department, Water Technology and Research Group, and Engineering Department
j.                Represents HRSD in state and/or federal efforts related to managed aquifer recharge or groundwater management
k.               Performs other duties as assigned

Qualification Standards
l.                Education
1.               Required
a)               B.S. Degree in geology, hydrogeology, engineering or closely related field
b)              M.S. Degree in geology, hydrology or closely related field

2.               Desired
a)               Training in the principles of quality management and strategic planning
m.             Experience
1.               Required
a)               Minimum of 5 years' experience in responsible decision making and/or in a position of trust pertaining to the design, model- and data-based analysis, permitting, regulatory compliance, research, operations and maintenance and optimization of MAR systems.
b)              Minimum 5 years' experience in technical writing, especially related to regulatory reporting, permitting and summarizing of complex and diverse MAR operations and groundwater monitoring data sets
c)               Minimum of 5 years' experience working in a high-change, team environment
d)              Advanced level experience in working with a diverse work force within a multi-disciplined work function
e)               Experience in effectively communicating with internal and external customers

n.               Training levels
Personnel in this category are fully qualified at Grade 10 with an appropriate MS degree, Virginia P.G. license and the required experience and competencies as noted above.  While a fully qualified selection is desired, the following training levels and years of experience beyond graduate school (unless graduate school time can be clearly shown to have provided required knowledge and experience) are established for personnel who are not fully qualified:

Grade 10a - MS degree and 5 years of relevant experience within all required experience and competency categories

Grade 10b - MS degree and 3 years of relevant experience within most of the required experience and competency categories

Grade 10c - MS degree and 1 year of relevant experience within most of the required experience and competency categories

Grade 10d - MS degree and no experience, but clear evidence of knowledge and potential for growth within competency categories


Note- Virginia Professional Geologist license within six years of appointment to position.


o.               Job Specific Technical Competencies
Required
a)               Demonstrates mature technical knowledge of managed aquifer recharge and well operations
b)              Demonstrates knowledge and use of Management Information Systems at an intermediate skill level
c)               Ability to develop highly effective working relationships with other HRSD managers, supervisors, consulting engineers, contractors, and jurisdiction counterparts
d)              Ability to develop and implement detailed project plans
e)               Ability to plan, organize and manage workflow
f)               Ability to make high quality, time-sensitive decisions
g)              Knowledge of current human resource practices, budgeting, public relations strategy, procurement, contract management, quality improvement processes
p.               Special Licenses
1.               Required
a)               Licensed Professional Geologist in Virginia (to be obtained within 6 years of appointment to position)
b)
c)               Valid driver's license from state of residence
q.               HRSD Universal Competencies
