Duties
Summary
This position is part of the R9-Assistant Director-NWRS. As an Ecologist you will be responsible for serving as a subject matter expert on specific issues related to air and water quality and other associated issues and their implications to the National Wildlife Refuge System.
Responsibilities
Represents the Service and NRPC as a subject matter expert in the fields of applied ecology, statistics, restoration ecology, fish and wildlife management, resource selection and habitat issues of station, national or international significance.

Reviews and comments on technical reports prepared by scientific staff and other agencies that affect management of fish and wildlife resources on refuges and within the region, and continentally.

Applies innovative, yet statistically defensible treatments to data that are limited in their scope or that conflict with other data.

At the request of management and/or other research agencies (which may include, but is not limited to, the National Park Service, the Bureau of Land Management, the U.S. Geological Survey, the U.S. Forest Service, the National Oceanic and Atmospheric Administration, and other State agencies responsible for air quality and/or wildlife conservation and management), conducts program and project reviews and provides recommendations as to type, scope, and interpretation of studies needed to increase knowledge and understanding of conservation management principles and enhance decision-making abilities.

Conducts reviews of special use permits.

Basic Requirements for this position: You must meet below to qualify for the position.
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability of extensive and professional experience in the field of ecology and demonstrated experience relating to ecological theories and principles in a variety of ecosystems; experience developing and applying innovative approaches to assess the vulnerability and resilience of aquatic and/or terrestrial ecosystems relative to management decisions and ecosystem stressors; experience developing and applying advance modeling procedures and conducting quantitative analysis; experience designing and building a research program focused on ecological patterns and processes at landscape scales, including terrestrial, aquatic, or linked systems; experience developing or conducting research on adaptations of aquatic or terrestrial species to changes in the environment and the impacts of natural and human activities on wildlife populations and their habitats across landscapes; extensive experience writing, preparing, and communicating scientific or technical reports and their findings in a clear and concise manner.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Public Land Corps (PLC) Hiring Authority:

(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:

Education

1. Expert professional knowledge of the principles, theories, methods and practices of general ecology, wildlife biology, conservation biology, wildlife and ecosystem management, restoration ecology, zoology, and habitat management in order to serve as a subject matter expert providing technical advisory services related to air and water quality, program/project development and review and policy development, interpretation and promulgation.
2. Ability to deal effectively with people, both individually and in groups, the media, local and state officials, other federal agencies, and higher management within the service to gain support and maintain positive working partnerships.
3. Knowledge of basic biometric principles, statistical theories, conservation biology, decision analysis, wildlife population dynamics and practices needed to perform the full range of duties required for the development of sound adaptive management projects, to conduct scientifically valid interpretation of study results and to provide leadership and guidance in these areas for the National Wildlife Refuge System personnel.
4. Skill in written communications in order to develop plans, technical reports and interpretive messages.
5. Skill in identifying, developing, and implementing appropriate statistical data analysis methods using a variety of computer software.
6. Skill in oral communication to inform and persuade others regarding the validity of findings and recommendations; to present oral briefings to decision makers; to serve as a leader and advocate of conservation planning.
7. Ability to provide guidance and support to other headquarters and field office personnel and management, as well as collaborate with and lead teams of staff at multiple locations.
8. Expert knowledge of inventory and monitoring methods spanning diverse fauna and flora; and the theories, principles and concepts of wildlife biology, biometrics and statistics in to work effectively with others for coordinating efforts.
