Job Description and Duties
Are you interested in working in a fast paced, highly technical and constantly evolving environment? Do you like working on projects involving big data? If so, the Mobile Source Analysis Branch within Air Quality Planning and Science Division (AQPSD) is seeking a self-motivated and creative individual who is detail-oriented, technical savvy, and has great communication skills.
The section is responsible for many aspects of the on-road emissions data analysis and inventory development. This includes the design of programs used to characterize the real world emissions associated with on-road mobile sources and to forecast the California transportation system. In performing these tasks, the incumbent will consider technological development, social and economic factors, as well as transportation planning and policies. Typical assignments for the section involve estimating emissions and activity from on-road motor vehicles to inform air quality and climate change planning efforts (e.g., SIP, Scoping Plan), development of on-road emissions inventory models, and utilizing sophisticated data analyses frameworks to inform design and structure of future policies. The section is also responsible for development of the next generation of California's official on-road mobile source emission inventory tool, EMFAC.
Under the direction of the Section Manager, the incumbent will develop and utilize techniques to process, synthesize, and make sense of the increasing amounts of highly detailed, real-world emissions and activity data. The incumbent will also be responsible for developing a system level transportation forecasting framework with a strong behavioral foundation and a multimodal scope that is capable of assessing the potential impact of advanced disruptive technologies (e.g., autonomous vehicles) on California passenger and freight transportation system. These investigations will require forward thinking to anticipate the effects of future regulatory activities on fleet characteristics and.
Additionally, the incumbent will also develop, implement, and apply advanced data mining and analysis techniques (e.g., machine learning) to support next generations of mobile source regulations and future EMFAC model designs, formulations, and data updates. Through participation in various workgroups and potential team leadership opportunities, the incumbent will stay abreast of the state-of-the-science in existing, new, or evolving data collection and data integration techniques related to on-road emission models and emissions modeling techniques (e.g. USEPA's MOVES model). They will also provide review of technical reports, memoranda, and other documents intended for management or outside stakeholders.
In addition to technical data analysis and model development, staff are routinely asked to review the work of others, and to communicate with a wide variety of internal and external clients. We expect applicants to have an ability to communicate effectively on a technical and policy level, both verbally and in writing, with a wide variety of stakeholders including other CARB Divisions, government agencies, policymakers, industry, environmental organizations, and the public.

Ideally, we are looking for a self-motivated and creative individual who possesses a detailed understanding of methodologies to characterize on-road vehicle emissions and activity characteristics or a background that will enable them to quickly come up to speed in this area of expertise. This ideal candidate would have experience in one or more of the following areas: transportation system forecasting, vehicle activity, fleet population and emission projections, mobile source emission control technologies, vehicle emissions certification and test procedures, techniques for estimating emissions from vehicle testing data, and aware of recent findings regarding emissions of on-road vehicles.
The successful candidate for this position will have strong organizational and critical thinking skills, possess curiosity and resourcefulness, demonstrate initiative, and have excellent written and oral communication skills. The incumbent must have the ability to understand technical and policy issues, have strong analytical and problem-solving skills, have the ability to work effectively with other staff, and coordinate with community, industry, and government stakeholders. The successful candidate must be able to work both independently and in a team setting, have excellent interpersonal skills, and the ability to handle rapidly changing priorities while working under tight deadlines, often devising solutions where none existed previously.
The incumbent must apply scientific principles to analyze data, develop solutions and work plans, and present information effectively both verbally and in writing. The individual will also have demonstrated experience with data mining techniques; including 'hands on' experience with complex datasets, databases, statistical analysis, and computer programming, ideally using Python, MySQL, Excel, and R. Additionally, the successful candidate will demonstrate that they can lead and participate in on-road emissions inventory projects involving confidential or policy sensitive information with good judgment and discretion and elicit cooperation and build consensus from project teams and a wide variety of stakeholders, using tact and diplomacy. The most competitive candidate will also be an effective communicator to present findings or recommendation to CARB management or at public workshops/conferences.
