Program Specialist II

.        No Relocation

Where You Will Work:

The University Corporation for Atmospheric Research (UCAR) manages the
National Center for Atmospheric Research (NCAR) and various UCAR Cooperative
Programs (UCP) - all in service of advancing knowledge, providing
community-based resources, and building human capacity in atmospheric and
related sciences.

Work on the GLOBE Zika Education and Prevention Project, a project managed
by the GLOBE Implementation Office (globe.gov). GLOBE is an international
science education and citizen science program in more than 120 countries.

What You Will Do:

Work on the GLOBE Zika Education and Prevention Project, a project managed
by the GLOBE Implementation Office (globe.gov). GLOBE is an international
science education and citizen science program in more than 120 countries.

Work with a team to design programmatic education and outreach efforts by
utilizing multiple educational and training approaches, such as
adult/informal learner pedagogies and practices. Lead the implementation of
approaches and strategies to increase community participation in a worldwide
campaign (i.e. webinars, content for newsletters, website updates) for
diverse audiences.

Additional functions will include, but are not limited to, developing and
coordinating projects based on project and community needs, depending on
GLOBE's diverse communities of users, including K-12 teachers and
international communities.

The job will be located in Boulder, Colorado. The job will provide access to
the Boulder, Colorado UCAR facilities. There will not be relocation support.
The position may require national and international travel.

Term: Nine-month position with a possibility of extending.

Responsibilities:

-Utilize best practices and frameworks for community engagement (i.e. adult
informal learning, international development) to engage audiences in
programmatic initiatives for the GLOBE Zika Education and Prevention Project

https://www.globe.gov/web/globe-mosquito-project) and potentially other
projects as necessary. The GLOBE Zika Education and Prevention project is
currently in the third year of the project.

-Some engagement strategies may include: developing toolkits for carrying
out project initiatives, promoting mini-grants targeted for communities to
carry out education and through marketing approaches, serving as a
consultant to support community members to:

.        Develop their own community-based action, education, and
interdisciplinary implementation projects (K-16 research and community-based
implementation projects, citizen science training and education projects)  

.        Apply for mini-grants, facilitating dialogue with community members
of diverse stakeholder groups, serve as support to community members as they
develop their own strategies to carry out project implementation efforts in
their country to eliminate mosquito breeding sites.

-Proactively seek to understand obstacles the community faces in being able
to use technology, carry out projects, and engage in the global campaign,
and draft and present solutions to supervisor and team. Lead the
implementation of solutions-driven approaches to removing obstacles and
increasing the entry-points for community engagement, such as through
marketing efforts, webinars, social media, and other initiatives. 

-Monitor and track project success, employ monitor and evaluation
quantitative methods. Develop and present project presentations to diverse
audiences, via oral and written reports.

-Other projects and tasks as necessary

.        Able to organize and mobilize diverse groups of audiences
(international, students, teachers, government entities) via multiple
formats (virtual, email, face-to-face),

.        Able to read the situation, context, and community (virtual and
in-person) to be able to adapt communications and engagement strategies

.        Can develop and carry out plans and projects with limited
supervision

.        Is able to receive and accept feedback and incorporate it in a
meaningful way

.        Can prioritize sponsor requests and can implement sponsor,
community, supervisor, and team feedback

.        Develop and present polished and professional updates as needed (to
sponsor, government agencies, project partners, team) via presentations and
written reports

.        Able to lead iterations and make changes on the fly, based on
changes in the community or upon sponsor requests

.        Creatively develop outreach materials and/or approaches to engage
international community in campaign efforts

.        Problem solving related to community engagement, technical
(website) problem solving, and decision-making related to project
coordination (scheduling events, community engagement).

What You Need:

Education and Years of Experience:

Required:

.        BS in environmental sciences or similar STEM degree.

.        Education/outreach experience (i.e. Teaching, conference
presentations, workshop facilitation)

.        Two or more years of relevant experience

.        Or an equivalent combination of education and experience

Desired:

.        Master's degree in education, STEM, environmental studies, or
international development.

.        Project coordination experience

.        International development/community engagement (i.e. Peace Corps,
Americorps, other volunteer programs)

.        Five years of relevant experience

Knowledge, Skills, and Abilities:

Required:

.        Ability to work in fast-paced environment, strong multi-tasker.

.        Excellent communicator (oral and written communication skills) and
able to synthesize complex information (scientific, environmental,
programmatic) with multiple moving pieces into concise communications in a
positive way

.        Effective team member, able to receive and act on feedback, seeks
out feedback from supervisors, peers and community members

.        Strong quantitative and qualitative skills, skilled in Excel,
Google Spreadsheet/Word

.        Skilled and engaging facilitator for diverse audiences

.        Able to quickly develop project plans, and approaches to track and
monitor progress (such as in spreadsheets or project management tools) and
use webinar platforms and video technologies

.        Ability to travel nationally or internationally as needed (about
10-20%)

.        Knowledge of the principles of STEM education, international
development, and/or community engagement.

Desired:

.        Experience using social media tools.

.        Ability to monitor budgets and contracts to ensure activity
compliance.

.        Ability to identify program opportunities and problems, and to
analyze constituent needs
