This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Earth System Research Laboratory (ESRL) with one vacancy in Boulder, CO.

Responsibilities
As an Outreach Specialist, you will perform the following duties:
o Plan, coordinate and implement strategic communications and outreach to key internal and external audiences conveying information on products and services, and programs developed by NOAA's Boulder Laboratories. Advise management of interaction with key officials in the public and private sectors.
o Develop inreach/outreach and communications activities, and materials to raise awareness and visibility of products and services. Coordinate product roll-out, outreach activities, participation, and messaging with line and program offices.
o Plan, coordinate, and implement special events and visits, such as conferences, workshops, agency visits, public tours and seminars.

Occasional travel - Up to 10% domestic or foreign travel may be required for this position.

This position requires a Public Trust Security Clearance.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-3 is equivalent to the GS-11/12.

Qualifications

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-3 or GS-11 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
o Planning and coordinating visits and/or events to promote an organization's products, services, and/or programs;
o Developing and fostering relationships or partnerships with key officials and/or stakeholders, political appointees, and elected officials, and serving as liaison to external constituents;
o Utilizing communications and media to disseminate information to support direct outreach and education activities, such as web content; written, oral, and visual media; marketing; and social media; and
o Planning and coordinating special outreach events, such as conferences, seminars, workshops, and public and/or community education initiatives.

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
Note: Only graduate-level education in excess of two years is qualifying for combination of education and experience.
