Purpose of the consultancy


To support the production of the air pollution and health statistics

Background


The objective of the Air Pollution and Urban Health (APU) unit in the World Health Organization’s (WHO) Department of Public Health, Environmental and Social Determinants of Health is to promote health sector interventions, as well as interventions in economic sectors (e.g. housing, transport, energy) that reduce environmental health risks, promote better health, and optimize the health co-benefits of sustainable development /climate change mitigation policies.

As part of its Air Pollution and Health programme, APU activities aim to address the urgent need for the health sector to respond to the effects on health associated with air pollution. One of the key activity is to inform policymakers and the broad public on the extent of population exposure to and health impacts from poor air quality. Accordingly, WHO is custodial agency of three air pollution-related Sustainable Developments Goals (SDG) Indicators and is hosting several databases related to ambient and household air pollution.



The objective of the work is to support the update of the air pollution and health statistics, by conducting descriptive statistical analyses of various data sets, preparing the documentation for country consultation and subsequent reporting and publication in the World Health Statistics (WHS) 2018 series, SDG’s related reports and other documents.


Work to be performed


Output 1: Data search, extraction, and compilation related to air quality in cities and towns

Output 2: Conduct descriptive statistical analyses on the datasets related to air quality in cities, population exposure to ambient particulate matter and household air pollution, and associated burden of disease

Output 3: Air pollution exposure and burden of disease estimates spreadsheets, country profiles, graphs and other associated products


Timelines and work effort

Full‐time during 12 months. Approximate time period:  December 2019 -November 2020.
The consultant will be expected to be at WHO HQ for a majority of the contract with an opportunity for some minimal remote working. Local applicants are encouraged to apply. The consultant will be remunerated at a daily rate that is commensurate with his/her experience and based on the UN common salary scale. Please note that for administrative reasons, the contract will be split in two (December 2019, and January 2020-November 2020).

Specific  requirements


Qualifications:

Formal qualifications in statistics, epidemiology, atmospheric science, environmental or health sciences, or other relevant quantitative field

Experience:

At least 4 years of practical work experience in health or environmental‐related data management and quantitative analyses

Experience with data management of large datasets and data cleaning

Experience working in a multicultural environment

Skills:

Proficiency in Microsoft Excel, including programming Proficiency in Tableau, STATA or R

Excellent knowledge of air pollution data, or environmental statistics, as well as other health‐related SDG indicators, and good understanding of data quality and limitations

Ability to interact and maintain good working relationships with partners within and across organizations

Organizational and planning skills

Languages:

Expert knowledge of English

Knowledge of other WHO official languages is a desirable
