Job Description
Job Title: National Soil Moisture Network Program Specialist III
Location: Boulder, CO
Type: Full-time, Exempt
Position Term: 2-Years, with the possibility of extension

Work Authorization: U.S. Citizenship, Permanent Residency, or other

UCAR/NCAR will not sponsor a work visa (e.g., J-1, H1-B, etc.) for this
position.
Where You Will Work:
The University Corporation for Atmospheric Research (UCAR) manages the
National Center for Atmospheric Research (NCAR) and various UCAR Cooperative
Programs (UCP) - all in service of advancing knowledge, providing
community-based resources, and building human capacity in atmospheric and
related sciences.
What You Will Do:
This is a Program Specialist position with the National Integrated Drought
Information System (NIDIS), which is a part of the National Oceanic and
Atmospheric Administration, for the benefit of the program's scientific
community and its stakeholders. The incumbent is responsible for working
with parts to assist in the progress, coordination, and management of the
National Soil Moisture Network (NSMN. They will also lead the development of
a coordinated national soil moisture strategy for NIDIS as designated by
Congress in the NIDIS Reauthorization Act of 2018.
NIDIS is a federal interagency and interstate mandated program to establish
a national drought early warning information system in the United States.
The National Soil Moisture Network (NSMN) is a coordinated, multi-agency,
multi-institution effort within the United States dedicated to integrating
soil moisture data from many platforms over multiple spatial and temporal
scales to benefit a broad range of end users. The NSMN aims to aggregate and
integrate soil moisture data from over 1,800 stations of existing in situ
monitoring networks throughout the US into a consistent product, and to
merge these in situ data with remotely-sensed and modeled hydrologic data
for the generation of real-time, meaningful, easy-to-understand products and
services. These near real-time products and services are expected to reduce
societal risks from hazards such as a drought, flood and fire, contribute to
better hazard early warning systems, to improve characterization of national
water budgets and climate models, and to improve crop production and
resilience, and to benefit many additional user groups.
This position will be located in Boulder, Colorado at either the NIDIS
Program Office within the NOAA David Skaggs Research Center, or at the UCAR
Foothills Campus.
Responsibilities:
. Manage the NSMN, which includes leading and/or participating on
the Executive Committee, and engaging with the broader NSMN Community to
coordinate the advancement of the NSMN.
. Explore and support new strategic partnerships including those in
Federal agencies, tribes, State and local governments, academic
institutions, and other public and/or private partners.
. Collaborate with partners to organize and co-author a coordinated
national soil moisture monitoring strategy for NIDIS, which was called for
in the NIDIS Reauthorization Act of 2018.
. Collaborate with partners to implement the coordinated national
soil moisture network strategy.
. Coordinate with other NIDIS Program Office colleagues to share
ideas, resources, and strategies to lead NIDIS's soil moisture efforts in a
more effective and cohesive way.
. Communicates the purpose, goals and outcomes of the NSMN to
various scientific and professional communities and to the public through
development of presentations, documents, reports, and/or other content for
NIDIS and partner websites as appropriate.
. Domestic travel required of this position.
. Develop and maintain effective working relationships with the
appropriate NIDIS Working Groups and Executive Council to achieve the tasks
and integrate the research and work of these partners into the NSMN.
What You Need:
Education and Years of Experience:
. Master's Degree and at least three years of relevant experience in
one or more of the following: soil science, natural resources, hydrology,
drought, atmospheric science, climatology, or environmental monitoring; or
an equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
. Experience working with federal agencies and/or state and local
government.
. Ability to develop effective and cooperative relationships with
federal agencies, state and local government, the private sector, and/or
academia.
. Understanding of and experience in project management,
particularly where management includes networks of organizations and/or
spans multiple geographies.
. Excellent organizational skills, including the ability to handle
multiple and diverse tasks with short turnaround time and tasks that require
long-term planning and sustained implementation over the course of a year.
. Ability to work independently as well as collaboratively with a
diverse group of partners.
. Excellent written and oral communication skills, including the
ability to make public presentations, with emphasis on the ability to
present complex ideas through written and verbal delivery for different
audiences.
. Ability to identify program opportunities and challenges and and
prepare strategies to further the needs of NIDIS and the NSMN.
Desired but not required:
. Soil science/soil moisture educational background and technical
knowledge.
. Experience in developing and implementing comprehensive strategic
plans.
