Overview

The Laboratory Services Manager manages the operations and administration of
the plant laboratory.  Establishes and implements laboratory policies,
quality control, and administrative and operational standards and
procedures.  Designs, manages, and interprets applied environmental research
projects in conjunction with internal divisions or external groups.

Duties and Responsibilities

The listed examples of work are not intended to be all-inclusive.  They may
be modified with additions, deletions, or changes as necessary.
 
Essential Duties & Responsibilities
Participates as a member of the department management team.  Contributes to
the development and implementation of departmental goals, objectives,
policies, procedures, and service standards.
 
Plans, organizes, schedules, supervises, and evaluates the work of the staff
within the division.  Recommends selection of assigned staff and provides
for their training and professional development.
 
Directs the establishment, implementation, and revision of laboratory
procedures and work standards.  Develops laboratory objectives and goals to
support Operations and Industrial Pretreatment Division goals and
objectives, and the plant mission.
 
Determines appropriate analytical protocols and modifications required for
special circumstances or changes related to regulatory requirements.
 
Develops and maintains a laboratory quality assurance/control program to
ensure analytical quality, comply with state and federal regulations, and
prolong life of equipment and instrumentation.
 
Prioritizes equipment and laboratory analyses, and environmental studies
with Operations and Pretreatment Divisions, watershed/professional groups
and the regulatory community.
 
Develops annual budget for division and monitors expenditures.  Identifies
equipment, chemical, and supply needs.
 
Performs procurement activities.  Writes technical bid specifications,
recommends appropriate large dollar purchases, and monitors quality and
completion of contracted services.
 
Develops and maintains a functional Laboratory Information Management
System.  Uses the system to facilitate appropriate information distribution.
Uses the data to analyze laboratory and research results, and create
appropriate reports when requested.
 
Designs, manages, and interprets basic and applied environmental research
projects as directed, or approved by, the Plant Manager.  These studies may
involve outside scientists, engineers or groups involved in environmental
research.
 
Legally responsible party for development of the L/EWWTP Colorado State,
Regulation 85, Certification of Sampling and Analysis Plan (SAP) for
Nutrients.  This includes the entry of the required data into the Colorado
Data Sharing Network.
 
Interprets, extrapolates, and presents results of laboratory data to assist
the Operations Division Manager, Process/Development Engineer or other
interested party with process control efforts, process changes, and
environmental impact assessments.
 
Develops and maintains active liaison role with regulatory agencies and
non-regulatory groups (USEPA, CDPHE, SPCURE, DRCOG, etc.).
 
Reviews proposed legislation and regulations to assess the potential impact
on plant laboratory and environmental activities.
 
Recommends, develops and performs environmental research to (1) improve
plant operations, (2) evaluate or minimize the impact of regulations, and
(3) meet the needs of a participating joint work group.
 
Prepares written reports on laboratory activities and studies for
distribution to regulatory agencies (CDPHE and USEPA).
 
Recommends and develops plant training programs for facility staff in areas
of sampling and laboratory procedures, and use of equipment/instrumentation.
 
Assists facility staff with troubleshooting and problem solving.
 
Ensures safety programs, policies, and procedures are understood and
followed by Division personnel.
 
Participates in professional organizations dealing with Water/Wastewater
analyses, environmental toxicity, analytical chemistry, regulations,
watershed management, etc. at a regional or national level.
 
Other Duties & Responsibilities
Participates in long-range master construction and site planning activities.
Reviews the master plan, provides input on deficiencies and problems, and
assists with project prioritization. 
 
Performs other duties as assigned and required.
 

Education and Experience

Education:       Bachelors of Science degree in Chemistry, Physics, Biology,
or related science, with college level work in environmental sciences,
biophysics, biochemistry, or engineering required.  Master's degree
preferred.
 
Work Experience:       Minimum of 5 years of laboratory experience
Minimum of 2 years in laboratory management
 
Certifications and/or Licensures:  None
Required Driver's License: Valid Colorado driver's license and a clear or
acceptable MVR
 
An equivalent combination of education, training and relevant job experience
may be substituted.

Computer Skills - Strong computer skills needed for the use of databases,
statistics programs, graphics, and environmental modeling.
 
Communication - Strong skills required to prepare and present technical
findings, ideas, and arguments.  Also needed to provide direction, coaching,
and guidance.
 
Analytical - Advanced skills required to perform or implement complex
chemical, physical, and biological analyses. 
 
Mechanical - Strong skills needed to use lab equipment and instrumentation.
 
Project Management Strong skills required to coordinate basic and applied
environmental research projects.
 
General Management - Strong skills needed for budget management.  Also
needed for policy and procedure development and administration.
 
Mathematical - Advanced skills needed to perform statistics and algebra
 
Must be able to understand and apply scientific principles appropriately to
tests on samples of sewage, sludge, industrial waste, river water, etc.
 
 WORKING CONDITIONS
 
Work is performed in a laboratory environment.  The employee is exposed to
fumes, airborne particles and various chemicals, some of which may be
considered toxic.
