Opportunity


Abt Associates seeks an Analyst / Evaluation and Research Specialist to
support evaluations with the International Development Division. The Analyst
provides technical and managerial support for impact and/or performance
evaluations across technical areas, with a primary focus on agriculture and
food security. The Analyst will also support business development efforts
including proposal development and client relationship development. This
position will largely be committed to the Agricultural Results Evaluation 3
project, contingent upon achieving targeted funding success. Clients may
include USAID, the Gates Foundation, the Millennium Challenge Corporation,
and the UK Department for International Development.

 

This is a contingency hire: the offer is contingent on Abt's expected win of
future work. This would be a full-time position, ideally in Rockville, MD,
with some travel (approximately thirty percent).
          
Key Roles and Responsibilities

 

.        Assists experienced professionals in evaluation design of a variety
of research and analysis tasks by independently collecting, compiling,
checking and analyzing data using standard practices and techniques in the
field(s) of specialization

.        Assists in development and testing of quantitative survey
instruments. Applies methods, procedures and systems to manage research data
and carry out tasks related to various portions of the overall project

.        Observes and leads portions of survey enumerator trainings for less
experienced staff and troubleshoots simple to moderately complex problems
involving coordination

.        Performs quality control of data collection, including observing
interviews, performing back-checks, and/or consistency checks under the
supervision of the Abt team

.        Contributes to portions of large, moderately complex projects
and/or proposals; may assist with data cleaning and analysis; may assist
with the coordination of multiple, routine to moderately complex portions of
projects and/or proposals

.        Applies general and specific knowledge of principles and concepts
in the field(s) of specialization. Using independent judgment and
discretion, applies standard quantitative and/or qualitative methods and
techniques. Adheres to accuracy and quality standards to implement policies,
procedures, and systems to maintain records and carry out discrete portions
of large studies and projects. May monitor and verify budgetary and cost
data related to on-going projects. Exercises initiative to refer non-routine
problems or questions to the proper channel for resolution. Coordinates
information for review to ensure adherence to schedules, plans, goals and
budgets. Independently analyzes moderately complex issues and resolves
routine problems applying knowledge of procedures and subject matter

.        Provides administrative support to support the project team:
including assisting in the coordination of presentations, meetings and
conferences. Applying common knowledge of business needs, exercises judgment
and discretion to ensure the availability of resources, proper sequencing of
events and activities

 

Preferred Skills / Prerequisites

 

.        2 - 3 years of experience designing and managing surveys in
developing countries. Familiarity with data collection software packages is
a plus; experience conducting livestock surveys preferred

.        Experience conducting evaluations in the agriculture and livestock
sector, and any experience with (FMD) vaccine value chains is a strong plus

.        Basic data analysis skills, and familiarity with applied
statistical packages such as Stata preferred

.        Working familiarity with randomized and/or quasi-experimental
impact evaluations highly desirable

.        East Africa experience required, and applicants based in Burundi,
Ethiopia, Kenya, Rwanda, Tanzania, or Uganda are strongly encouraged to
apply

.        Proficient in Excel

.        Ability to work both independently and in teams

.        Strong verbal and written communication skills in both a local
language (e.g. Swahili) and English

 

Minimum Qualifications

 

.        BA / BS with 1 -2 years of experience OR the equivalent combination
of education and experience
