Summary:

The role of the Chief Science Officer (CSO) is to oversee and serve as the agency expert in the environmental science functions for the Department of Environmental Protection located in Tallahassee, Florida. In this role, the CSO will lead basic and applied research projects and the development of new procedures in the overall assessment, management, regulation, and restoration of the state's aquatic ecosystems and water resources, including coastal and estuarine resources. This executive level position reporting to the Secretary, will direct the newly established Office of Environmental Accountability and Transparency. The ideal candidate will possess discipline-specific knowledge, leadership and business skills to promote the sustainability, enforcement and efficiency of all state environmental laws and regulations.

Essential Duties and Responsibilities:

  *   Lead responsibility for the overall research and resolution of state waterway strategic initiatives.
  *   Coordinate and prioritize the scientific data, research and analysis needs to ensure alignment with current and emerging environmental concerns.
  *   Identify and set priorities for key research initiatives.
  *   Oversee the allocation of funding for all related research projects
  *   Collaborate with the scientific community on behalf of the department and with other department scientific experts to provide unbiased analysis for key department issues.
  *   Cultivate and maintain relationships with internal and external environmental stakeholders.
  *   Define and grow areas of strategic focus in alignment with the Departments objectives.
  *   Identify and engage appropriate external resources, developing recommendations and presenting findings to senior leadership.
  *   Establish collaborative working relationship with the State of Florida Department of Health to ensure a shared focus on health impacts related to contaminants of emerging concern, such as microcystin, red tide, etc.
  *   Serve as a mentor and developer of staff. Establish clear performance metrics by identifying key objectives and performance measures to drive both organization and department success.

Essential Requirements:

  *   The successful candidate must have a proven track record of serving in a leadership capacity.
  *   A PhD in an Environmental Science related field, with a minimum of 5 years postdoctoral experience working in the environmental field preferred.  Master's Degree in an Environmental Science Field with over 10 years of related experience will be considered in lieu of a PhD.
  *   Must possess broad knowledge of emerging trends in environmental science.
  *   Highly developed analytical skills, able to critically assess, integrate and synthesize broad areas of scientific research from diverse sources to develop specific recommendations.
  *   Ability to establish and maintain effective relationships with key external and internal stakeholders.
  *   Strong platform skills, and ability to influence through superior written and verbal communication skills.
  *   Able to travel extensively throughout the state of Florida, conducting meetings with members of the public and government officials on environmental related topics.
