SALARY:  $101,062.00 - $122,850.00/year

POSITION DESCRIPTION:

Under direction of the Regulatory and Legislative Affairs Manager, the 5620 Regulatory Specialist provides analytical and policy support on current energy regulatory, legislative and ratemaking matters that affect San Francisco's energy interests, in particular the operations of the Power Enterprise, and evaluating the impacts of existing and proposed regulations and legislation on the Power Enterprise and on San Francisco.

Essential Duties:

  *   Supporting the monitoring and participation in regulatory and legislative matters at federal, state and local forums related to developing or acquiring renewable resources and energy efficiency programs;
  *   Analysis of climate change and greenhouse gas regulations, renewable portfolio standards, and other regulatory and legislative changes;
  *   Assessing the City's rights and ability to develop and deliver transmission and distribution services;
  *   Fostering new load serving opportunities;
  *   Ensuring compliance with new regulatory and legislative requirements;
  *   Other duties as assigned.

MINIMUM QUALIFICATIONS

If you are interested in a job like this, we are looking for people that have the following:

Education:

A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field; AND

Experience:

Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis; AND

License:

Possession of a valid California driver's license.

Substitution:

  *   A Master's degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience.
  *   A law degree may substitute for one (1) year of work experience.
  *   A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience.
