Division summary
The Division of Water Resources' mission is to protect the state's water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division comprises five Sections: Water Quality Regional Operations, Water Sciences, Public Water Supply, Water Permitting, and Water Planning. This goal is achieved through providing technical assistance, consultative services, permitting of regulated entities, certification of water treatment plant operators and wastewater operators, inspection and compliance activities, laboratory analysis and testing, and educational outreach and training.

Section summary
The Water Quality Regional Operations Section (WQROS) of the DWR is responsible for administration of statewide programs associated with the Animal Feeding Operations and Groundwater Protection Branch as well administration of the DWR water quality programs through the 7 regional offices within the state. The WQROS is charged with effectively implementing programs designed to protect, restore, maintain, and/or improve the surface water and groundwater resources, and to ensure compliance with State and Federal water quality standards for the existing or best intended uses of North Carolina citizens. Such uses include drinking water, aquatic and wildlife habitat, recreational activities, and meeting residential, agricultural, and industrial needs. It is recognized that healthy water resources play a vital role in supporting healthy economies and, therefore, a high level of protection of the resource is considered critical.

Regional office summary
The WQROS objectives are primarily achieved by the Regional Office staff in the following program areas: Non-Discharge and NPDES wastewater systems, including affiliated pretreatment programs and collection systems; 401 and buffer program implementation; animal feeding operations; underground injection control rules and well construction rules; overseeing groundwater incident management activities; response to citizen complaints and incidents such as spills, fish kills and sewer overflows; emergency response actions; ambient water quality monitoring program activities and the provision of customer service and technical assistance to the general public, industry, an government agencies.  Staff is responsible for permit actions including permit application reviews and permit issuance, certifications, authorizations, determination of the compliance status of permitted and regulated activities, the initiation of enforcement actions and legal orders, evaluation of groundwater and surface water impacts and emergencies, and the implementation of new programs.

This position is located at the NCDEQ Raleigh Regional Office located at 3800 Barrett Drive, Raleigh, NC.  This position is a full-time permanent position responsible for:
*        Evaluating site assessment, modeling, corrective action, and other reports associated with regional permitted facilities and pollution incidents.
*        Evaluating waste disposal and well permit applications relative to established rules and statues.
*        Assessing potential human and environmental impacts associated with surface and groundwater contamination.
*        Conducting on-site inspections of permitted facilities during evaluations and during any permit application review processes.
*        Preparing and submitting final comments and recommendations regarding submitted reports and permit applications to the applicable party, office, or permitting agency.
*        Reviewing facility compliance data (related to performance/operation, effluent quality, monitoring wells, site assessments, and compliance databases) to ensure surface and groundwater quality is maintained to standards.
*        Developing appropriate enforcement documents (Notices of Violation/Intent to Enforce, Special Orders, etc.) to compel parties toward compliance and mitigation of hazards.
*        Review of comprehensive site assessment reports, corrective action plans and monitoring reports prepared for sites that have soil and/or groundwater contamination resulting from either permitted facilities or sources that are not regulated by the Division of Waste Management (Superfund, Hazardous Waste/RCRA, or landfills).
*        Providing technical support to the National Pollutant Discharge Elimination Systems (NPDES) and Non-Discharge staff, as well as other regional staff, concerning groundwater.
Knowledge, Skills and Abilities / Competencies

Qualified applicants must possess an application that clearly reflects work experience that demonstrates the following:
1.     Thorough knowledge and understanding of hydrogeologic concepts, practices, and theories.
2.     Expert knowledge to review highly complex hydrogeologic projects and specifications to monitor and ensure project meets specifications and design standards.
3.     Experience with evaluating, approving and managing program/project specifications for completeness, compatibility, compliance with hydrogeologic principles, standards and design needs as well as all applicable regulatory requirements.
4.     Experience conducting inspections/audits/reviews to ensure that proper procedures are followed.
5.     Requires clear, concise and organized written and verbal communication to include reports addressing general hydrogeologic concepts and facts, and to present detailed technical information.
6.     Requires the ability to serve as a member on program/project team and help develop project solutions, follow agency processes and approvals for projects, and convey technical information and promote understanding of relevant issues.
7.     Experience reviewing and approving plans submitted by others.
8.     Leadership in planning, organizing and managing projects.
9.     Working knowledge of Microsoft Office programs, such as Word, Excel, PowerPoint and Outlook.
10. Physical ability to work in unfavorable conditions including exposure to inclement weather, noise, dust, fumes, machinery and insects and to walk and carry monitoring equipment through rough and uneven terrain to reach sites for inspections and investigations.
11. Valid driver's license.

Minimum Education and Experience Requirements



Bachelor's degree in geology, geosciences, physical science or engineering with 30 credit hours of geological science course work from an accredited college or university.
