<u>Division summary</u><br>
The Division of Water Resources' mission is to protect the state's water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division comprises five Sections: Water Quality Regional Operations,
Water Sciences, Public Water Supply, Water Permitting, and Water Planning. This goal is achieved through providing technical assistance, consultative services, permitting of regulated entities, certification of water treatment plant operators and wastewater
operators, inspection and compliance activities, laboratory analysis and testing, and educational outreach and training.<br>

<u>Section summary</u><br>
The Water Quality Regional Operations Section (WQROS) of the DWR is responsible for administration of statewide programs associated with the Animal Feeding Operations and Groundwater Protection Branch as well administration of the DWR water quality programs
through the 7 regional offices within the state. The WQROS is charged with effectively implementing programs designed to protect, restore, maintain, and/or improve the surface water and groundwater resources, and to ensure compliance with State and Federal
water quality standards for the existing or best intended uses of North Carolina citizens. Such uses include drinking water, aquatic and wildlife habitat, recreational activities, and meeting residential, agricultural, and industrial needs. It is recognized
that healthy water resources play a vital role in supporting healthy economies and, therefore, a high level of protection of the resource is considered critical.<br>

<u>Regional office summary</u><br>
The WQROS objectives are primarily achieved by the Regional Office staff in the following program areas: Non-Discharge and NPDES wastewater systems, including affiliated pretreatment programs and collection systems; 401 and buffer program implementation; animal
feeding operations; underground injection control rules and well construction rules; overseeing groundwater incident management activities; response to citizen complaints and incidents such as spills, fish kills and sewer overflows; emergency response actions;
ambient water quality monitoring program activities and the provision of customer service and technical assistance to the general public, industry, an government agencies. Staff is responsible for permit actions including permit application reviews and permit
issuance, certifications, authorizations, determination of the compliance status of permitted and regulated activities, the initiation of enforcement actions and legal orders, evaluation of groundwater and surface water impacts and emergencies, and the implementation
