Description of Work Unit


CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary


An Ecologist position (Research Associate I) is available with the Center for Environmental Management of Military Lands (CEMML) and will located at Travis Air Force Base (TAFB), California. The incumbent will provide ecological support and technical assistance supporting natural resource data collection, information management, and planning and decision support for implementation of the Integrated Natural Resources Management Plan (INRMP) projects. Duties will include, but not be limited to, managing and monitoring wildlife and plant species, performing surveys, performing public awareness through articles and information materials and supporting communications between natural resources management and base missions.

TAFB is a United States Air Force Base under the operational control of the Air Mobility Command and is located three miles (5 km) east of the central business district of Fairfield, in Solano County, California, 50 miles northeast of San Francisco and 40 miles southwest of Sacramento. TAFB is situated on approximately 5,137 acres and is midway between the coastal zone and the interior valley of California. The primary ecological communities are northern claypan vernal pool and annual grassland, sometimes referred to as vernal pool grassland. This community covers over 90 percent of the natural habitat on the base and in the surrounding landscape. Other communities include lacustrine marsh, riparian vegetation, planted eucalyptus groves, and urban landscapes.

Required Job Qualifications


Minimum requirements for this position include the following:
* A BS degree in ecology, wildlife biology, natural resource management, conservation biology or closely related field
* Experience with ArcGIS, including map composition, data analysis, and preparation of metadata files
* Experience with environmental education
* Experience conducting surveys on invasive and non-invasive species
* Ability to work outdoors in rough terrain and inclement weather
* Ability to operate and maintain 4-wheel-drive vehicles, ATVs, and power equipment
* The successful candidate must be legally eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.
* Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.

* Ability to identify the flora and fauna and wildlife of northern California
* Knowledge of and experience with Integrated Natural Resource Management Plans on military installations
* Knowledge of NEPA and other federal regulations

Ecological Support

Duty/Responsibility


Provide ecological support through a cooperative agreement for implementation of the INRMPWork Plan Projects. Support shall include the following:
* Assist the base in standardizing coordination procedures between the TAFB Natural Resources Management (NRM) objectives, Airfield Manager, Flight Safety, Operations, and Pest Management Personnel to minimize conflicts between wildlife and base missions as outlined in the INRMP.
* Implement management plan for controlling vegetation.
* Manage and control pest wildlife species through close coordination between the pest management section and the natural resources manager and implementation of the TAFBPest Management Plan.
* Ensure all Bird/Wildlife Aviation Strike Hazard (B/WASH) activities are conducted in accordance with US Fish and Wildlife Service Depredation Permit and in coordination with the California Department of Fish and Wildlife.
* BASH-related support for site visits, meetings, review, coordination, and inspections.
* Process information with the NEPA program manager.
* Perform surveys for non-native turtles and barred tiger salamanders to assess the threat these species may pose to native sensitive species.
* Develop plans to include management, monitoring, and control of native and invasive plant and fish species, pond water levels, and pond water quality.
* Produce recommendations and implement ground squirrel management in conjunction with the Integrated Pest Management Plan, Horizontal Maintenance, and Base.

Increase public awareness on how to respond to wildlife encounters or conflicts with pests or potentially dangerous wildlife species by:
* Publishing articles in the base newspaper, posting on the base website (e-DASH), and producing fliers for outreach events to educate the public on how to respond to wildlife encounters.
* Discouraging the introduction and spread of nonnative species by providing educational materials to base residents and recreational users about the effects of releasing nonnative plants and animals on native aquatic ecosystems.

Manage and control pest wildlife species through close coordination between the Installation Pest Management Coordinator, the TAFB NRM, and Safety Office. Control exotic plant species that threaten wetland resources by:
* Developing plan to remove residual invasive plant material and restore with native plants.
* Overseeing/implementing removal of plant material (mowing, cutting, or other methods).
* Conduct monitoring to document success of management activities from current project and prior-year projects.
* Handling chemicals by complying with the Herbicide Application Requirements.
