Job Description

Hiring Restriction Exemption

The Department of Natural Resources, Division of Forestry is recruiting for
a Forester IV, Fairbanks-Delta Area Forester, to oversee forest management
on the 20.6 million acres in the Fairbanks-Delta Area in Interior Alaska.
This position will lead area staff in providing fire management and forest
management services for all non-federal lands within this immense area and
in conducting forest resource management, including timber sales and habitat
enhancement, on state lands.  Fairbanks fire management responsibilities
include urban-interface and wildland fire prevention and response with an
active fire season from early April through September or later.
Key responsibilities include, but are not limited to, the following:
 

.        Planning and managing the Area's budgets;

.        Implementing programs for fire suppression, preparedness, forest
management, forest practices, reforestation, cooperator projects, grants,
CIPs and RSAs;

.        Directly supervising the Fairbanks Administrative Officer, the Area
Resource Forester and the Areas Two Fire Management Officers while
indirectly supervising 65 additional positions;

.        On a rotating basis, may serve as the Area Duty Officer during
non-shift hours;

.        Depending on National Incident Management System, Incident Command
System (NIIMS ICS) qualifications, potentially serving as the agency liaison
or agency administrator for Incident Management Teams hosted in the
Fairbanks and Delta Areas;

.        Promoting an active timber sale program;

.        Interacting with local agencies and the public regarding the
Division of Forestry's programs;

.        Ensuring Area personnel follow statutes, regulations, policies, and
procedures and can interpret these in making decisions;

.        Running multi-agency, wildland and urban interface initial attack
and fire suppression within areas of large population and significant
resources at risk;

.        Acting as Agency Administrator and participating in Wildland Fire
Decision Support System (WFDSS) preparation and implementation during
extended attack fire management;

.        Working directly and through subordinates to implement and enforce
the Forest Resources and Practices Act (FRPA) and regulations to ensure
protection of fish habitat and water quality on state, municipal, trust and
private land; and

.        Developing and revising forest management program work plans and
goals for the Fairbanks Area.

 
The ideal candidate is a motivated individual who can demonstrate the
following knowledge, skills, abilities, and experience (the following traits
must be documented in your cover letter and applicant profile):
 

.        Demonstrated experience with wildland fire operations and
prevention, including urban interface and remote fires;

.        Knowledge of and/or experience with state forestry rules and
regulations;

.        Experience with preparing, administering, or implementing a diverse
budget across multiple programs;

.        Extensive field experience in timber sale unit design and layout;

.        Strong supervision and management skills, including the ability to
successfully address multiple priorities, set work goals, and monitor staff
progress to meet workload demands;

.        Experience with facilitating public process with the goal of
reaching a consensus on difficult or complex issues among parties with
divergent interests;

.        Experience coordinating with other agencies, public groups, and
private individuals on timber sale planning, sale schedules, and forest
management plans; and

.        Strong oral (including listening) and written communication skills.

assignments; may be on stand-by or recall status during the fire season; may
be assigned work in and out of the area that requires the absence from the

Minimum Qualifications

Bachelor's degree from an accredited college in forestry, natural resources,
or a closely related field that includes a minimum of 24 semester hours or
36 quarter hours in forestry or closely related curricula.
AND EITHER;
Two years of professional advanced level experience in forestry, natural
resources, or a closely related field. The required experience includes work
such as a Forester III or Natural Resource Specialist III with the State of
Alaska or the equivalent with another employer.
OR;
Four years of professional journey level experience in forestry, natural
resources, or a closely related field. The required experience includes work
such as a Forester II or a Natural Resource Specialist II with the State of
Alaska or the equivalent with another employer.

Substitution:
An associate's degree that includes a minimum of 24 semester hours or 36
quarter hours in forestry, natural resources, or a closely related curricula
from an accredited college and two years journey level experience in the
technical aspects of forest management and practices such as fire
prevention, fire suppression, timber sales, reforestation, or inventory will
substitute for the required bachelor's degree. The required experience
includes work such as a Wildland Fire and Resource Technician III or
Wildland Fire Dispatcher II with the State of Alaska or the equivalent with
another employer.

There is no substitution for the required experience.

Substitution:
Certification from an accredited vocational technical school in forestry,
natural resource management, or a closely related field and three years of
experience in the technical aspects of forest management and practices such
as fire prevention, suppression, timber sales, reforestation or inventory
may substitute for the required bachelor's degree. The experience includes
work such as a Wildland Fire and Resource Technician III or Wildland Fire
Dispatcher II with the State of Alaska or the equivalent with another
employer.

There is no substitution for required experience.

Special Note: 
Closely related curricula and work experience includes fields such as:
geosciences, geography, natural resources, environmental sciences, soils,
hydrology, wildlife habitat management, forest engineering, remote sensing,
vegetation classification, natural resource bio-metrics and wildland fire
control.

One year of work experience equals 12 months of seasonal work.

Positions may require travel both in and out-of-state for fire suppression
assignments; may be on stand-by or recall status during the fire season; may
be assigned work in and out of the area that requires the absence from the
duty station for 14 to 21 days; may fly in small fixed wing aircraft or
helicopters and handle hazardous materials.

Most positions require "Red Card" qualification under the Incident Command
System.

Some positions may require a commercial driver's license with appropriate
endorsements.
