ADVERTISEMENT - OPEN COMPETITIVE OPPORTUNITY
ENVIRONMENTAL SPECIALIST II
In carrying out the duties of this position, the incumbent is expected to be aware of and abide by the Department's standards of conduct, as well as rules, directives, policies, and procedures applicable to the position. This is a technical position within the Data Quality Section of the Division of Air Resource Management's Office of Air Monitoring. This position is responsible for participating in statewide systems and performance audits, and supporting data evaluation and data submittal efforts. The incumbent is responsible for reviewing and making technical engineering evaluations and recommendations concerning the collection and analysis of ambient air quality data, performing calibrations and certifications of statewide air monitoring equipment, creating and revising Standard Operating Procedures, and assisting in providing qualified ambient air data to the federal repository. This position requires being a respectful team member and displaying a cooperative attitude.
JOB DUTIES AND RESPONSIBILITIES
Perform appropriate quality assurance (QA) methods to validate and verify ambient air monitoring data for regulatory determinations.
Conduct periodic internal and external reviews or audits to ensure that air monitoring equipment and procedures adhere to applicable federal and state regulations and established air monitoring policies and procedures.
Prepare detailed written reports on audit and laboratory findings consistent with applicable regulations, policies, procedures and quality assurance protocols. Document any existing and potential environmental compliance problems or management system deficiencies and make recommendations as to their correction.
Conduct standards laboratory calibrations and certifications in adherence to applicable federal and state regulations and established air monitoring policies and procedures.
Conduct technical reviews of standard operating procedures used in the ambient monitoring, quality assurance and auditing areas. Review or modify policies or operating guidelines to comply with changes to environmental standards or regulations.
Perform other duties as directed by the Administrator.
KNOWLEDGE, SKILLS AND ABILITIES
Essential -
Have a bachelor's degree with a major in one of the physical or natural sciences or
Knowledge of environmental and scientific concepts
Skilled in using a personal computer
Skilled in performing basic math calculations
Skilled in problem solving
Skilled in preparing technical reports and documentation
Ability to collect, evaluate, analyze and interpret scientific and technical data
Ability to apply rules and regulations
Ability to plan, organize and coordinate work assignments
Ability to manage multiple tasks and projects and meet established schedules and deadlines
Ability to communicate both orally and in writing
Ability to work independently
Ability to establish and maintain effective working relationships with others
Ability to be an effective, conscientious and respectful team member
Ability to maintain a valid driver's license
Ability to travel
Ability to lift and carry up to fifty (50) pounds
Preferred -
Graduate degree in one of the physical or natural sciences
Engineering
One or more years of related professional experience
Skilled in quantitative analysis of large data sets
Experience interpreting and applying environmental rules, regulations, policy and procedures
Knowledge of the Clean Air Act and air pollution regulation
