Our client, the National Oceanic and Atmospheric Administration (NOAA), 
partners with several other federal agencies in two multi-agency 
programs called the National Earth System Prediction Capability (ESPC) 
and the National Unified Operational Prediction Capability (NUOPC). The 
National ESPC is an inter-agency effort that focuses on extending 
environmental modeling predictions to longer time scales and multiple 
coupled regimes, and relies on development of the Earth System Modeling 
Framework (ESMF) for critical infrastructure. NOAA's focal point for the 
National ESPC is in OAR's Office of Weather and Air Quality (OWAQ). 
NUOPC is a strategic partnership between NWS, USAF, and Navy that has 
fundamentally improved forecast model output for use by decision makers 
by creating an ensemble of the existing operational models.

NOAA is need of an Engineer/Scientist to provide project management 
level oversight and scientific guidance in planning and tracking 
service, product and system improvements from concept to delivery and 
from research to operations.

*Responsibilities:*
Interact regularly with agency representatives and leadership in 
meetings and resolving issues with interagency relationships and agreements

Participate in coordination and review of research and development, 
implementation, documenting, and supporting advanced techniques for 
numerical prediction modeling

Support the design of a cross-agency national multi-model environmental 
prediction capability

Coordinate with NOAA laboratories and offices on numerical prediction 
advancements (including ensemble model design and post-processing 
initiatives)

Support the preparation of Strategic Plans, Program Baseline 
Assessments, Annual Operating Plans (AOP), cost/schedule performance 
reporting, and schedules for internal meeting coordination

Assist in creation of program and project life cycle documents such as 
requirements documents, program and project plans, and development, 
test, deployment, and science and implementation plans

Monitor and evaluate use of dedicated high performance computer(s) and 
projects; track experiments to ensure capacity and storage requirements 
are maintained.

*Qualifications:*
Minimum of an MA/MS degree in a physical science, engineering, or 
related field

Minimum of 2 years of relevant experience

Excellent verbal and written communication skills

Strong analysis and problem-solving skills

Commitment to providing excellent customer service

Flexibility and, above all, reliability

Experience/skills in setting priorities and managing multiple tasks 
simultaneously
