Our client, the National Oceanic and Atmospheric
Administration (NOAA), partners with several other federal
agencies in two multi-agency programs called the National
Earth System Prediction Capability (ESPC) and the National
Unified Operational Prediction Capability (NUOPC). The
National ESPC is an inter-agency effort that focuses on
extending environmental modeling predictions to longer
time scales and multiple coupled regimes, and relies on
development of the Earth System Modeling Framework (ESMF)
for critical infrastructure. NOAA's focal point for the
National ESPC is in OAR's Office of Weather and Air
Quality (OWAQ). NUOPC is a strategic partnership between
NWS, USAF, and Navy that has fundamentally improved
forecast model output for use by decision makers by
creating an ensemble of the existing operational models.<span
