*Duties include but are not limited to the following:*
Leading the research for NOAA related to Global Navigation Satellite
Systems (GNSS) Radio Occultation (RO) used by the National Weather
Service (NWS) and other parts of NOAA as input to weather forecast models.
Conducting Observing System Experiments (OSEs) and Observing System
Simulation Experiments (OSSEs) to guide government decision makers on
investments in existing and future observation systems.
Providing scientific leadership for the Global Observing Systems
Analysis, (GOSA Group), finding funding to keep the research going, and
serving on and participating in scientific meetings/organizations to
stay abreast of the RO science.
Conducting research and supporting the Global Positioning System (GPS)
ground based observing system developed at Global Systems Division,
(GSD), that provides low-cost, high-accuracy data under all weather
conditions.
Conducting science to improve weather forecast models using RO
technology and data
Publishing results
Providing leadership within NOAA/OAR to determine priorities and
analysis of OSE/OSSE assessments.
Managing the GOSA group, Leading federal and non-federal employees
Exploring new uses of the technology to improve forecasts and
situational awareness for forecasters.

In order to qualify for this position you must meet both the basic
education requirement and the specialized experience requirement:
*Basic Education Requirement:*
You must possess a Bachelor's or higher degree in physical science,
engineering, or mathematics that included 24 semester hours in physical
science and/or related engineering science such as mechanics, dynamics,
properties of materials, and electronics.
*OR*
Possess a combination of education and experience. This includes
education equivalent to one of the majors shown in A above that included
at least 24 semester hours in physical science and/or related
engineering science, plus appropriate experience or additional education.
*Specialized Experience*:
You must possess a minimum of one year of specialized experience,
equivalent to the ZP-03, GS-13 or equivalent pay band level in the
Federal service leading and evaluating research techniques and funding
requests related to Global Navigation Satellite Systems (GNSS) Radio
Occultation (RO) as input to weather forecast models; expert scientific
knowledge of GNSS-RO and Ground Based GPS theories, concepts, principles
and applications; conducting Observing System Experiments (OSEs) and
Observing System Simulation Experiments (OSSEs) to guide decision makers
on investments in existing and future observation systems; experience in
atmospheric sciences/forecasting; experience with program/project
management including budgeting, scheduling and leading a team or staff;
communicating and collaborating on atmospheric science/forecasting
issues with a variety of audiences; experience in communicating
technical information effectively; and conducting and publishing
original research in scientific peer reviewed journals.
*Experience*refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional; philanthropic;
religious; spiritual; community, student, social). Volunteer work helps
