I believe we will need to make the decision today to either stop 
pursuing an app or do a sole source. I don't believe that our contracts 
specialists will be able to spin another RFQ round with enough time or 
assurances to any developer to meet our needs in the time remaining.

However, I have engaged a very experienced and productive London 
developer who is ready and willing to proceed with a quote to get some 
form of an app ready. The Apple Store timing is really the issue here. 
He has a couple target devices as well. The programmer is equipped to do 
Android apps as well.

If Android is an option, there is little we can do to characterize a 
device profile. The field is wide.

If Android is an option, I have engaged another extremely capable 
Hungarian developer team who is ready and able to address the project as 
well.
