[Dart-users] cam-fv model_mod bug-fix

[Data Assimilation Research Testbed users]

Dear Dart CAM users,

We have found and fixed a bug in the cam-fv model_mod.f90. Incorrect values
were being used in model_interpolate which lead to incorrect assimilation
results. As described in the bug report
https://github.com/NCAR/DART/issues/246, people using this code found
immediate, obvious errors in the assimilation. The bug affects cam-fv
assimilations in all versions of DART since March 10th 2020.

The bug has been fixed in the main (default) branch. The bug-fix has also
been added to the Manhattan branch.

We encourage CAM users to upgrade to the latest version of DART. Please
email dart at ucar.edu with any questions.
