I've fixed the link you mentioned as broken. But, go to ...

And download the tar-ball called

1.Download the CCM3.6 netCDF Datasets (independent of platform) (18M bytes).
  (CCM3.6 provides tools to interpolate datasets to different resolutions)

and "topo.nc" will be included there.
