[pyngl-talk] release of Pyngl version compatible with Ncl 6.1 or Ncl 6.2.1

I forgot to add: If you don't see a PyNGL binary that matches your
requirements, then email me and be explicit about what you need (flavor of
linux or version of MacOS, 32 or 64 bit, what versions of Python, numpy,
and gcc).

I don't have a Cygwin /Windows version yet, so don't ask for that.  :-)
