Project Manager for the New York State Mesonet
University at Albany

The University at Albany seeks to fill the position of Project Manager for the New York State Mesonet. The New York State Mesonet will be a statewide network of 125 automated environmental monitoring stations and 17 profiling stations to be developed over a three-year period. The Mesonet Project Manager will oversee the design, procurement and deployment of the sites, sensors, as well as the overall operations and the establishing of data flow of the New York State Mesonet. This is initially a three-year position that is expected to be extended upon the mesonet being fully commissioned and operationalized.

The primary responsibilities of this position are to manage the establishment of the mesonet with the installation of "best-in-class" technology and to establish and maintain "gold standard" protocols necessary to ensure operational reliability and the delivery of the highest quality mesonet data possible in a timely fashion.  In particular the project manager will be responsible for establishing protocols to maintain all Mesonet sites, sensors, and related equipment; to establish the METADATA base of sensor histories and calibration coefficients; to oversee the scientific integrity of the data; to maintain communications between each remote site and the Mesonet central ingest facility; and to work directly with other University officials to fulfill the mission of providing data and products to customers. The Project Manager will supervise the siting manager, calibration lab manager, lead field technician, quality assurance manager, Mesonet research scientists, and any consulting scientists. The Project Manager will report to the Chair, Department of Atmospheric and Environmental Sciences/Director, Atmospheric Sciences Research Center and will receive guidance and direction from the NYS Mesonet Steering Committee who governs the vision of the Mesonet.

The Project Manager's primary duties include:
1. Lead the implementation and development of the Mesonet and its sustainability over the long-term;
2. Oversee the day to day operations and delegate responsibility and authority as appropriate;
3. Provide strong mentoring and supervision of all operations staff;
4. Plan for new or improved operation of the network(s);
5. Plan for new or improved operation of the calibration laboratory;
6. Report regular on progress and communicate on issues and evolving to the Mesonet Steering Committee;
7. Communicate on developments of the NY State Mesonet to scientists, customers, and the public through presentations, e-mail, web pages, or other methods;
8. Provide a healthy, stable work environment that fosters creativity by employees; and
9. Author, coauthor, and partner in the writing of Mesonet-related grants and contracts.

The Project Manager must be skilled in and have experience with:
*    scientific research (3 years)
*    calibration of meteorological instruments or maintenance field instrumentation (2 years)
*    project management (2 years)
*    publication of refereed journal articles

The Mesonet Manager must have an M.S. in Meteorology, Atmospheric Science, Engineering, or related Discipline from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization; or commensurate experience in mesonet operations.
