LOCATION:  Office of Air and Radiation, Office of Atmospheric Programs,
Climate Change Division, Internal Capacity Building Branch, located in
Washington, DC.

PROMOTION POTENTIAL:  GS-13

TRAVEL AND RELOCATION EXPENSES:

Travel, transportation, and relocation expenses will not be paid by the
Agency.  Any travel, transportation, and relocation expenses associated
with reporting for duty in this position will be the responsibility of
the selected candidate.


What do we do?

The Climate Change Division (CCD) is responsible for a variety of
programmatic and analytical activities.  Key areas include:  compilation
of the US greenhouse gas (GHG) inventory emissions; breaking down market
barriers that limit investment in technologies that reduce methane and
other non-CO2 greenhouse gases; addressing the technical and policy
issues related to sequestration and carbon storage; advising US policy
makers on domestic and international emissions trading issues for the
climate change program; collecting and analyzing economic data relating
to the climate change program; and working within the inter-agency and
international processes to develop US positions on climate change
issues.

The International Capacity Building Branch identifies and evaluates
options for mitigating the risks of climate change internationally
(e.g., those that have "co-benefits" - reductions in local air
pollutants, improvements in energy security, etc.); develops programs
aimed at enhancing important capacity building functions
internationally;
supports activities related to the United States bilateral climate
activities; coordinates and tracks the work of OAP in transferring
voluntary programs to developing countries; and works with key
developing
countries in their consideration of GHG emissions limitations.


What would you be doing?

- Under the day to day direction of the IES group leader you will:

      > Assist in the management of the IES training module and its
        deployment at workshops, conferences and other learning
        opportunities for developing country partners;

      > Assist in the management of IES projects in partner countries;
        assist senior staff with the coordination of IES outreach and
        marketing efforts in the Asian and Latin American regions;
        assist with the oversight of the IES program website.

      > Provide programmatic support to ICBB energy efficiency promotion
        programs, including research on existing partners and bring to
        the attention possible identification of broader economic and
        energy consumption trends in partner countries.

      > Draft written materials (e.g., fact sheets, outreach brochures)
        about ICBB's programs and activities for review and revision by
        senior staff.  Parts of this information will be used by senior
        staff for inclusion in academic and other appropriate journals.
        Also, work with communications staff in the Division to draft
and
        update information for U.S. EPA's web climate change portal.

- Assist with analyzing and evaluating the effectiveness of ICBB's
programs,
and report findings to staff and, at times, management in the Climate
Change
Division.

- Attend intra-divisional, inter-divisional, and inter-agency meetings
and activities.

- Occasionally travel overseas and domestically to attend meetings and
conferences as identified by branch chief.

- Create PowerPoint presentation templates and draft content for
colleagues
who are preparing for conferences and other meetings.

- Manage contracts, grants, and inter-agency agreements that support
Climate Change Division mission.  Requires on-going relationship with
contractors, other government agencies and recipients of assistance
agreements.  Remains current on all Agency policies and regulations
concerning oversight and management of extramural resources.

responsibilities are kept current.

 15% of work time will be spent performing contract management duties.
