Have a look at http://ncl.ucar.edu/Applications/panel.shtml. The last 
example panel_GWLs_Rain.ncl 
http://ncl.ucar.edu/Applications/Scripts/panel_GWLs_Rain.ncl ( and 
others) shows how to use different labelbars and minimize white space.
