[ncl-talk] For NCL V6.5.0

Hi Cheng Sun,

The best way to try a “test" version of NCL v6.5.0 would be to install a “development snapshot” using conda. The most recent build is from February 1, 2018.

Our conda documentation <http://ncl.ucar.edu/Download/conda.shtml> provides information on how to install conda and how to create a “stable” or “dev” NCL conda environment.
