[ncl-talk] An example for Taylor Diagram, includes negative correlation space

Hi NCLers

I have created an example for plotting Taylor Diagram that can incorporate
negative correlations..the complete semi-circle. The example uses dummy
data so that this could be run as is.

It is based on "taylor_diagram_cam.ncl" with substantial changes and few
new additional features (see NEW in the example script).
Note: The function name has not been changed only the file name is
different from the above.
