Have you tried setting the resource

*vcRefAnnoFontHeightF?*
http://ncl.ucar.edu/Document/Graphics/Resources/vc.shtml

Note that the units are NDC-space, which range from zero to one;  a value
of something like .01 (or smaller) is often appropriate for text.
